Can I own one here
Owning one in Navajo County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Open to road use. Arizona titles a foreign-made vehicle 25 years or more from its manufacture date without the federal safety and emissions conversion certificate it asks of newer imports. The truck passes an MVD inspection and an Arizona emissions inspection before title and then registers like any other vehicle.
A newer governed truck
Private land only. No Arizona off-highway class names a governed work truck. The decal reaches only vehicles the maker designed primarily for unimproved terrain. A foreign-made vehicle under 25 years old titles only with a registered importer's certification, A.A.C. R17-4-206(B).
Roads and towns
Roads and towns in Navajo County.
To confirm. Navajo County's ordinance index, copied in November 2023, shows no OHV act, so state law decides its county roads, where a street legal OHV drives like any registered vehicle and a decal OHV may be on a road only incidentally. A newer act is possible and the streets of its six towns are still to confirm.

County roads Open
The county's ordinance index, copied 13 November 2023, runs from the 1974 zoning ordinance to 2019 and lists fire, fireworks, animal control, alarm systems, engine braking, flood, wind energy, zoning, solid waste, recreational vehicle placement and similar acts and no OHV act. A 2024 animal control ordinance has been added since, so the copy is not current. State law decides the county roads. A street legal OHV drives them like any registered vehicle and a decal OHV may be on a road only incidentally. A.R.S. 28-2153 and 28-3151, no county OHV act, Navajo County ordinance index as copied by the Internet Archive on 13 November 2023, read 28 October 2026
State highways Crossings only
- No ADOT resolution or page opening a stretch of state highway to decal or title only OHVs was found in this county. A.R.S. 28-2153(D)(11) and 28-627(A)(13), read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
