Every state. Its own rules.

Federal law brings a 25 year old kei truck into the country. Your state decides the title and the roads, for a 25 year road truck and for a newer off road truck. Pick a state for its road rule, its title steps, its farm and land rules and what is about to change.

What the federal rules settle first.

Safety

Federal law lifts the import bar for a motor vehicle at least 25 years old, 49 U.S.C. 30112(b)(9). NHTSA counts from the date of manufacture and the truck is declared on DOT Form HS-7 under Box 1.

Emissions

EPA Form 3520-1 code E covers a vehicle at least 21 years old by calendar year subtraction and in original unmodified configuration, with the same model of engine as originally installed. No EPA letter is needed in advance.

Both

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
