Can I own one here
Owning one in Sullivan County.
On your own land
On land its owner owns or leases a kei truck needs no OHRV registration, and a truck used only for work is not an OHRV.
A 25 year truck on the road
Road use unclear, to confirm. New Hampshire law does not name kei trucks. Its title rule for a used vehicle bought abroad asks for import papers such as the HS-7, and neither statute nor rule says how a 25 year exemption is read, so the DMV's Title Bureau decides truck by truck.
A newer governed truck
Utility terrain vehicle. New Hampshire does not title OHRVs.
Roads and towns
Roads and towns in Sullivan County.
To confirm. Claremont opened roads to OHRVs in 2022 by report and Lempster's class VI roads carry them by the state's trail page, but no act was read, so in Sullivan County a governed kei truck registered as an OHRV should check each town first.
In town To confirm
- Some Claremont. The council endorsed a code change letting OHRVs use all class VI roads and named class V roads, and the state OHRV study commission's minutes of June 2023 say the city opened its roads to OHRVs around the clock in 2022. The adopted ordinance was not read. City code change of 2022, as reported, read 28 October 2026
- Some Lempster. The Bureau of Trails says trail bikes may use only the class VI roads open to OHRVs, which tells that some are open. The town's act was not read. Bureau of Trails advisory, read 28 October 2026, read 28 October 2026
County roads Closed
New Hampshire counties keep no public roads. Every local road, class IV to VI, belongs to a town, which opens it under RSA 215-A:6 IX. RSA 215-A:6 IX, read 28 October 2026
State highways Closed
Closed to OHVs.

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
