Can I own one here
Owning one in Providence County.
On your own land
A four wheel drive kei truck is a recreational vehicle that registers with DEM even for private land, and on another's land it needs the owner's written consent.
On the farm
No Rhode Island farm rule puts a kei truck on a road. The recreational vehicle definition leaves out garden tractors only when they are not registered as farm vehicles, and the Kei refusal of 31-3-5(10) has no farm exception.
A 25 year truck on the road
Closed to road use. Rhode Island law tells the Division of Motor Vehicles to refuse registration to a Kei car or Kei truck, so a newly bought mini truck cannot be registered for the road.
A newer governed truck
Off highway vehicle. No road title. The recreational vehicle registration from the Department of Environmental Management is the record.
Roads and towns
Roads and towns in Providence County.
None found. No road in Providence County is open to an off-road vehicle, because Rhode Island law keeps recreational vehicles out of every highway right of way but a crossing and gives towns no way to open one, so a four wheel drive kei truck registered with DEM works cattle farms, orchards and horse farms on its owner's land or with a landowner's written consent.
This rests on Rhode Island law. No Providence County ordinance or resolution was read.
In town Closed
No town street opening was found in the codes read.
County roads Closed
Rhode Island has no county government, so there are no county roads. Every highway right of way is closed to recreational vehicles by RIGL 31-3.2-7. RIGL 31-3.2-7, read 28 October 2026
State highways Closed
Closed to OHVs.

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 30 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
