Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Road use with limits. Wyoming registers a mini truck as a multipurpose vehicle. A registered multipurpose vehicle may use any public street or highway except an interstate.
A newer governed truck
Low speed vehicle. Titled as a multipurpose vehicle at the county clerk. The class reaches any motor vehicle on four wheels of 300 to under 3,000 pounds with an upright seat at least 24 inches high and an identifying number.

To confirm. Carbon County is reported to have enrolled some county roads and Saratoga opens every town road to ORV decal machines under Ordinance 891. A plated multipurpose vehicle, which is what Wyoming makes a kei truck, may use every street and highway here except Interstate 80.

Every street, alley and roadway the town maintains is open to ORVs with the current state ORV decal, a driver's licence and insurance, single file, never on a sidewalk or in a park unless posted and never between 10 p.m. and 6 a.m. unless the machine has a multipurpose vehicle registration. County roads Some
State Parks has said since 2003 that Carbon County enrolled some county roads in the ORV program, and a 2021 report and a June 2025 report both list the county. Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.

Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
