On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Road use with limits. Wyoming registers a mini truck as a multipurpose vehicle. A registered multipurpose vehicle may use any public street or highway except an interstate.
A newer governed truck
Low speed vehicle. Titled as a multipurpose vehicle at the county clerk. The class reaches any motor vehicle on four wheels of 300 to under 3,000 pounds with an upright seat at least 24 inches high and an identifying number.

Some routes. Uinta County opens 13 county road entries to ORV decal machines under Resolution 21-01 and Lyman opens its streets, while Evanston and Mountain View open the streets they designate. A plated multipurpose vehicle, which is what Wyoming makes a kei truck, may use every street and highway here except Interstate 80.
In town Some
- Some Evanston. ORVs may use the streets, roads and travel routes the city council has designated a Wyoming ORV trail together with State Parks, with the state ORV decal, a driver's licence, lamps after dark, a brake and a muffler. Which streets are designated was not read, and a 2021 report says the city adopted the ordinance to let ATVs and side-by-sides use its streets. - Open Lyman. ORVs may use any street, road or travel route under the town's control with the state ORV decal and a driver's licence, with crossings at right angles, lamps after dark, a brake and a muffler. - Some Mountain View. ORVs may use the town streets and routes the town council has designated a Wyoming ORV trail together with State Parks, with the state decal, a licence, lamps after dark, a brake and a muffler. - To confirm Bear River. The local code and council record were not read in this pass, and no ordinance opening its streets to ORV decal machines turned up in the news, legal notices or council records searched.
County roads Some
Thirteen county road entries in Exhibit A, five of them in part, County Roads 151, 153, 180, 202, 207, 212, 218 and 271 and parts of 173, 204, 217, 219 and 224, which a 2021 report says form a loop in the county and link Evanston to the Bridger Valley along the old Lincoln Highway. A memorandum of understanding with State Parks to enroll the routes followed on 6 April 2021. A 2021 report says most trails were enrolled and the rest were being sought, and no later county resolution was found. A newer off road truck never lands in California. It comes in through Tacoma or by way of Houston.
Trucks travel in containers, one to a 20 foot box with room for parts or three to a 40 foot box.

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 30 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
