Utah adds gray market title brands on 1 January 2027

Read from the public record on 28 October 2026. Utah on Mini Truck Guide

Utah registers kei class trucks as novel vehicles, and a new law adds a title brand that can matter to them. House Bill 228 of 2026 takes effect on 1 January 2027 1. It adds a gray market brand for a motor vehicle manufactured outside the United States, not intended by its maker for sale here and not meeting federal or state safety or emissions standards 2. It adds a second brand, compliant gray market, for such a vehicle once it is altered to meet federal and state safety standards and passes a safety inspection 3.

The same bill has the state check every new Utah title application for a vehicle with no Utah title against the national title information system 4.

What the law does not say is also worth stating. The branding section speaks of salvage vehicles, and whether the division will brand a kei truck titled as a novel vehicle was not found in anything read 5.

The road path itself is unchanged. A novel vehicle equipped to the street-legal standard may run at the posted speed limit or 50 miles per hour, whichever is lower. It may never run on an interstate 6. It needs a safety inspection the first time it is registered as street legal, and no periodic safety inspection follows 7. A novel vehicle is exempt from the county emissions inspection programs 8.

The rules are watched. Each October the Tax Commission reports novel vehicle registrations to the Transportation Interim Committee, which decides whether to propose legislation for a particular type of novel vehicle 9. A vehicle already registered as a novel vehicle stays one unless the Legislature changes the code 10.

Utah's chapter in the Mini Truck Roadbook lists every date and marks the brand question as unsure.
