Kei trucks in Utah go on the road as street-legal novel vehicles
Read from Utah's own statutes and motor vehicle office.
Utah registers kei class trucks as novel vehicles and by October 2025 counted 231 of them. A truck 25 years or older imported for road use runs on Utah roads as a street-legal novel vehicle at up to 50 miles per hour after a first safety inspection, never on an interstate. A newer truck imported as governed off-road equipment works under Utah's off-highway rules on farms, ranches, private land and public trails.
Your lane
Which truck are you buying?
Utah treats the two kinds of kei truck differently. Pick yours and this answers for it.
a truck 25 years or older imported for road use under the federal age exemptions
Road use with limitsTitle. Titled and registered through the Utah DMV as a novel vehicle after Tax Commission approval.
Registration. Street-legal novel vehicle registration after a first safety inspection.
- No faster than the posted limit or 50 miles per hour, whichever is lower.
- Never on an interstate highway.
- On a highway posted over 50 miles per hour, the extreme right of the roadway with reflectors or reflective tape front and back on both sides.
- The street-legal equipment list in 41-6a-1509(5)(b).
What about a truck 25 years or older?
Equipped to the street-legal list and through a first safety inspection it registers as a street-legal novel vehicle. It may go no faster than the posted limit or 50 miles per hour, whichever is lower. It never uses an interstate.
a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine
Off highway vehicleWhere it can run
Private land and farms. Public land and trails open to off-highway vehicles. Travel beside the road between the owner's agricultural parcels as an implement of husbandry, never along or across an interstate.
Title. Registered as a novel vehicle, which Utah governs under its off-highway vehicle chapter. The division may issue a title.
Registration. OHV registration for public land, trails, streets and highways. An off-highway implement of husbandry sticker for agricultural use.
- Utah's type II and type III ATV classes leave out any vehicle not specifically designed or modified primarily for recreational use on unimproved terrain. Type II also needs low pressure tires of 10 pounds per square inch or less with a rollover protection system.
- On public land, trails, streets or highways the operator must reach every control and hold a division safety certificate or be in an approved course.
- An operator under 18 without a driver license on a public highway open to motor vehicles must be under the direct supervision of a person at least 18, within 300 feet with visual contact.
- The operator rules do not apply to an off-highway implement of husbandry.
- An implement of husbandry travels adjacent to a roadway between the owner's agricultural parcels, on the roadway with due care only where adjacent travel is impractical.
- Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck imported as off-road equipment?
It registers as a novel vehicle under Utah's off-highway vehicle rules. Used for agriculture it can carry an off-highway implement of husbandry sticker and travel beside the road between the owner's farm parcels. On public land and trails it carries OHV registration. Federal law admits it as nonroad equipment, not a road vehicle.
Owning one
Owning one in Utah.
For a 25 year road truck. The first title step by step, the papers, every fee the statute sets, tax, insurance, emissions and the rest. Each line carries its cite, read 28 October 2026.
The first title
To confirmThe Utah Division of Motor Vehicles, the Motor Vehicle Division of the Utah State Tax Commission, at a DMV office, 801 297 7780 or toll free 800 368 8824. The division decides from the truck's VIN, or from the owner's description, whether it fits an existing vehicle category or registers as a novel vehicle, Utah Code 41-27-201(2) to (4). An owner who disagrees may appeal to the Tax Commission within 14 days, 41-27-202(1). The VIN inspection may be signed by a DMV employee, a peace officer or law enforcement employee, a Utah licensed dealer, a certified safety inspector or another inspector the division authorizes, 41-1a-802(1). The safety inspection for a street-legal novel vehicle is done only by a safety inspector certified by the Utah Highway Patrol at a station holding a patrol permit, 53-8-206(1).
- Confirm the truck is 25 years or more from its manufacture date, the age at which 49 U.S.C. 30112(b)(9) lifts the federal safety import bar, and keep proof of that date. Utah writes no age rule of its own for an imported truck. It asks instead, for any vehicle under 6,000 pounds GVWR not originally manufactured for sale in the United States, for a signed statement at registration that the vehicle complies with all federal laws and regulations applicable to it, Utah Code 41-1a-225(1).
- Keep every stamped paper from the port, CBP Form 7501, DOT Form HS-7 declared under Box 1 and EPA Form 3520-1 declared under code E, with the bill of lading and the bill of sale. No Utah statute or DMV page read names these forms. They are the evidence behind the federal compliance statement in 41-1a-225(1).
- Keep the Japanese export certificate and have it translated. When the document that evidences ownership is not printed in English, the applicant provides a certified English translation at registration, 41-1a-225(2). The owner of a foreign vehicle registered outside Utah surrenders the foreign registration and title papers to the division, 41-1a-224(2). The application states that the truck is a foreign vehicle, 41-1a-224(1).
- Insure the truck before it is driven on a highway, a quasi-public road or a parking area, 41-12a-301(2)(a). To move it before it is registered, the division may issue a 96 hour in-transit permit, for which a Utah resident shows insurance, 41-3-305(2) and (3). It may also issue a temporary permit of up to 120 days pending compliance with federal emission and safety standards, 41-1a-225(3) and 41-1a-211.
- Have the identification number inspected and recorded on Form TC-661, Certificate of Inspection. The division accepts no first registration and no title application for a vehicle not titled in Utah without it, 41-1a-204(1) and 41-1a-511. The inspector physically inspects the number, records it on a division form and verifies the facts in the application, 41-1a-802(2).
- Complete Form TC-656, Vehicle Application for Utah Title and Registration, revision 7/26, with a government issued ID number for every owner. Its vehicle type list has no novel vehicle box. An owner whose vehicle the division cannot place from its VIN gives the division a description of the vehicle, including its purpose, 41-27-201(3). Enter the odometer reading. The form takes kilometers and converts them to miles on the title.
- The division identifies the category from the VIN. If it cannot, or the truck fits no category or its category is unclear, it registers the truck as a novel vehicle, 41-27-201(2) to (4). It may issue a title, 41-27-201(8). The DMV's novel vehicle page says a novel vehicle must be approved by the appropriate entities at the Tax Commission before it is titled or registered. An owner who disagrees may appeal to the Tax Commission within 14 days, 41-27-202(1).
- For road use, equip the truck to the street-legal list in 41-6a-1509(5)(b) and pass a safety inspection before the first street-legal registration, 53-8-205(1)(c) and 41-1a-205(2). A truck that will never use a street skips this step and is governed by the off-highway vehicle chapter, 41-27-201(9).
- Pay the $6 title fee, 41-1a-1210, with the $1 registration fee and the $1 fee in lieu of property tax, 41-27-201(5). The Tax Commission collects the sales or use tax at the same time on a vehicle not sold by a Utah licensed dealer, 59-12-107(7). The division issues a registration sticker or a license plate, 41-27-201(6).
The inspection. Every imported truck gets one identification number inspection before its first Utah title and registration, recorded on Form TC-661, Utah Code 41-1a-204(1) and 41-1a-802(2). The form has 17 boxes for the VIN, HIN or serial number and lists Frame among the places the number may be found. Only a DMV employee of Utah or another state, a designated contractor, a law enforcement employee, a licensed dealer, a certified safety inspector or a person the DMV authorizes in writing may sign it. A truck registered as a street-legal novel vehicle also passes a safety inspection the first time it is registered that way, 53-8-205(1)(c) and 41-1a-205(2). The DMV's inspections page lists the vehicles that need a safety inspection and leaves out street-legal novel vehicles, while its novel vehicle page and the statute both require it. The statute governs.

The frame numberUtah titles a vehicle under the number its maker put on itTo confirm
Utah titles a vehicle under the number its maker put on it. If a vehicle has a permanent manufacturer's identification number, that number is used as its identification number, and the division assigns a number only to a vehicle with no permanent manufacturer's number, Utah Code 41-1a-803(1)(a) and (b). A state assigned number is otherwise for a vehicle whose number has been altered, removed or defaced or was never placed on it, 41-1a-801(1). The code defines the identification number as the identifying number assigned by the manufacturer or by the division, 41-1a-102(32)(a). A Japanese frame number such as DA63T-123456 is the number the maker stamped on the frame, so the statute reads as titling the truck under it. Form TC-661 gives the number 17 boxes and lists Frame as a location, and Form TC-656 has one VIN field. The novel vehicle route most likely starts here, since the division identifies a vehicle's category from its VIN and, when it cannot, asks the owner to describe the vehicle and its purpose, 41-27-201(2) and (3). If the division does assign a number, the owner stamps it on the truck as directed, a qualified inspector confirms it and it becomes the truck's number once the owner applies for title, 41-1a-801(2) to (4). From 1 January 2027 the division also checks the number on an application for a new Utah title against the national motor vehicle title information system when the applicant has no title or another state's title, 41-1a-513(3) as amended by 2026 HB 228. A truck never titled in the United States most likely has no record there. The section brands a title from that check only when a contributing jurisdiction reports a salvage brand, a total loss or damage. No DMV page read says which number a kei truck is titled under. Whichever it is goes on the insurance policy.

Fees set by statuteTitle $6Registration $1
The state's own amounts, as its code read on 28 October 2026. The first figure in each line is the one that applies at title.
| Fee | Amount | What the statute says |
|---|---|---|
| Title | $6 | $6 for each original certificate of title, Utah Code 41-1a-1210, read 28 October 2026. The DMV's summary of common fees lists the same $6. The division may title a novel vehicle, 41-27-201(8). |
| Registration | $1 | $1 a year, deposited into the Transportation Fund, and an annual $1 fee in lieu of property tax under 59-2-405, Utah Code 41-27-201(5)(a) and (b), read 28 October 2026. The Tax Commission's report to the Transportation Interim Committee, heard 15 October 2025, says the annual registration fees of a vehicle classified as a novel vehicle are limited to those two amounts. If the Tax Commission reclassifies a truck on appeal, the fee for the new class is reduced by what the owner already paid, 41-27-202(2)(c). |
| Plates | see note | No statutory amount. A license plate fee is set in the state fee schedule under 63J-1-504, Utah Code 41-1a-1211(1)(a), and $1 of it goes to the Motor Vehicle Safety Impact Restricted Account and $1 to the Transportation Fund, 41-1a-1211(1)(b). A postage fee is added when a plate is mailed, 41-1a-1211(8), and plates are distributed from a central location, 41-1a-401(1)(f). Read 28 October 2026. |
| Identification number inspection | see note | Identification number inspection. No fee may be charged an applicant for registration under chapter 1a for it, Utah Code 41-1a-1213, and the DMV's inspections page says a DMV employee does it at no extra charge. Read 28 October 2026. |
| Safety inspection | see note | Safety inspection, at the first street-legal registration only. No statutory amount. Since 6 May 2026 a permitted station may charge a reasonable fee for labor and must post it before the inspection, 53-8-206(4), after 2026 HB 192 removed the old limits of $14 for motorcycles and street-legal ATVs, $30 for motor vehicles and $40 for four wheel drive, split axle and similar vehicles. The Utah Highway Patrol's passenger vehicle and light truck inspection manual, effective 1 November 2025, still prints those three amounts. The statute governs. Read 28 October 2026. |
| Temporary and in-transit permits | see note | Temporary and in-transit permits. No statutory amount was found. The DMV lists $6 for a standard temporary permit and $2.50 for a 96 hour in-transit permit under 41-3-305, which sets no fee. Read 28 October 2026. |
| Registration add-ons written for a chapter 1a registration | see note | Registration add-ons written for a chapter 1a registration. The automobile driver education fee is $2.50, 41-1a-1204(2)(a). The uninsured motorist identification fee is $1, 41-1a-1218(1)(a). A county corridor fee runs up to $10, 41-1a-1222(2)(a), and the DMV lists it in Salt Lake, Davis, Utah, Weber, Summit, Wasatch, Iron, Box Elder, Washington, Tooele and Morgan counties. A local emissions compliance fee runs up to $3 in an emissions county, 41-1a-1223(1)(a), and the DMV lists it at $3 in Salt Lake, Davis and Cache and $2 in Utah and Weber. Each applies at registration under chapter 1a. A novel vehicle registers under chapter 27, whose fees the Tax Commission describes as limited to $1 and $1. Whether the DMV collects any of these on a novel vehicle was not found. Read 28 October 2026. |
| OHV registration fees | see note | OHV registration fees. An off-highway vehicle registered under 41-22-3 pays a registration fee the Division of Outdoor Recreation sets at no more than $35, 41-22-8(1)(a)(i). It adds $1 for the Brain and Spinal Cord Injury Fund, 41-22-8(3). An education fee set in the fee schedule comes on top, 41-22-33, with 50 cents for search and rescue, 41-22-34. A novel vehicle pays the fees of 41-27-201(5) instead, so these should not reach a kei truck. Not confirmed with the DMV. Read 28 October 2026. |
| Registration reinstatement after a revocation for no insurance | see note | Registration reinstatement after a revocation for no insurance, $100, 41-1a-1220(1)(a), waived when the truck was insured at the time. Read 28 October 2026. |
| For comparison only | see note | For comparison only, an ordinary light truck. A motor vehicle of 14,000 pounds or less pays a $44 registration fee plus $7, both adjusted each January for inflation, 41-1a-1206(1)(b) and (3). Its age based uniform fee in lieu of property tax is $10 at 12 or more years, 59-2-405.1(3)(a), which the DMV's 2026 table lists for model years 2014 and older. The chapter 1a add-ons above come on top. A kei truck registered as a novel vehicle pays none of the first two. Read 28 October 2026. |

Tax at title4.85 percent state rate at title
Utah levies sales and use tax on a vehicle bought in Utah and on one bought elsewhere, abroad included, and then stored or used here, Utah Code 59-12-103(1)(a) and (l). On a vehicle not sold by a Utah licensed dealer the buyer pays it to the Tax Commission, which collects it when the truck is titled or registered, 59-12-107(7). A private sale is taxed too, on the bill of sale or, without one, on a fair market value the Tax Commission sets, 59-12-104(13)(b)(iv). The state rate is 4.85 percent, 4.70 percent under 59-12-103(2)(a)(i)(A) and 0.15 percent under 59-12-103(6)(a), plus any supplemental state rate and the local rates. The DMV applies the rate of the place where the truck is registered, or of the dealer's location for a dealer sale. The Tax Commission's October 2026 rate chart puts the combined rate at 6.35 percent in unincorporated Beaver County and 8.45 percent in Salt Lake City. Sales or use tax paid to another state or its subdivisions is credited and Utah collects any difference, 59-12-104(26). The statute names no credit for tax paid in a foreign country. A delivery charge stated separately on the invoice is outside the price, 59-12-102(109)(c)(ii)(B). Whether customs duty paid by a buyer who imports directly is part of the price was not found. The DMV says Utah has no exemption for sales between family members and that understated prices are audited. The yearly charge after that is the $1 fee in lieu of property tax in fees, 41-27-201(5)(a). Read 28 October 2026.

Insurance30/65/25 minimum
The minimums. $30,000 for bodily injury to or death of one person, $65,000 for two or more persons and $25,000 for damage to the property of others in one accident, 30/65/25, or a single limit of $90,000, for a policy issued or renewed on or after 1 January 2025, Utah Code 31A-22-304(2), read 28 October 2026. The 25/65/15 limits, or a single $80,000 limit, remain only for a policy issued or renewed on or before 31 December 2024 and for a self-insured private rental fleet, 31A-22-304(1) and (3). A policy bought to meet the requirement also carries personal injury protection of at least $3,000 per person for medical expenses, 31A-22-302(1)(d) and 31A-22-307(1)(a). It includes uninsured and underinsured motorist coverage unless they are waived in writing, 31A-22-302(1)(b) and (c). The exception from personal injury protection names motorcycles, off-highway vehicles, street-legal ATVs, trailers and semitrailers, 31A-22-302(2). It does not name novel vehicles.
When it is required. Every resident owner of a motor vehicle keeps owner's or operator's security in effect whenever it is operated on a highway, a quasi-public road or a parking area in Utah, Utah Code 41-12a-301(2)(a). The chapter's motor vehicle is every self-propelled vehicle designed for use upon a highway, 41-12a-103(4), which a kei truck is, so a street-legal novel vehicle on Utah roads needs it. Since 6 May 2026, when 2026 HB 57 struck the words "or registered" from that subsection, a truck that is registered but never driven in those places is outside the duty. The section excuses an off-highway vehicle registered under 41-22-3 when it runs on a highway designated open to OHVs or crosses one, 41-12a-301(5)(a). It also excuses an off-highway implement of husbandry, 41-12a-301(5)(b). Whether a novel vehicle that is not street legal shares the OHV exception was not found. A truck kept on private land has no statutory insurance duty. A Utah resident needs insurance to get a 96 hour in-transit permit, 41-3-305(3).
Proof goes with the truck on paper or a phone, 41-12a-302(1)(a) and (6)(c). Driving a truck that needs security without it is a class C misdemeanor with a fine of not less than $400, and not less than $1,000 for a second offense within three years, 41-12a-302(3) and (4). Utah compares its registrations with insurers' reports in the uninsured motorist identification database, and a vehicle shown uninsured for three consecutive months gets two notices to show proof of security or of an exemption and then loses its registration, 41-12a-803 and 41-12a-804, with a $100 reinstatement fee, 41-1a-1220. The DMV's insurance page, updated 30 September 2026, still says insurance must be kept on every registered vehicle for the whole registration period, that a stored truck without insurance has its registration cancelled and that the offense is a class B misdemeanor. The statutes as read on 28 October 2026 tie the duty to operating the truck and make the offense class C, 41-12a-301(2)(a) and 41-12a-302(3). They let an owner answer the database notice with proof of an exemption, 41-12a-804(1)(b). The statutes govern.
What the insurer will ask. An insurer reports the make, year and vehicle identification number of each insured vehicle to the database, Utah Code 31A-22-315(3)(a)(ii), and the DMV names an error in the recorded VIN as one reason an owner gets a no insurance letter. For a kei truck the number is the frame number exactly as it appears on Form TC-661 and the Utah title, or a state assigned number if the division gives one, and the policy and the title must match character for character. An insurer will also need to know how Utah registered the truck. A street-legal novel vehicle is not among the vehicles whose policies may leave out personal injury protection, 31A-22-302(2), so a policy written as for an off-highway vehicle may not meet the requirement on the road. That is a reading of the statute, not an insurer's rule.

EmissionsTested in named areasExempt
- Salt Lake County, whole county, a county program. The DMV's inspections page gives the 2026 schedule. Model years 1996 to 2020 test every year. Model years 2022 and 2024 test this year while 2021, 2023, 2025 and 2026 do not. Model years 1995 and older are exempt
- Davis County, whole county, the same 2026 schedule as Salt Lake County
- Utah County, whole county, the same 2026 schedule, plus diesel model years 1998 to 2021. Its list also exempts a vehicle with an engine of 650 cc or less, which a 660 cc kei engine exceeds
- Weber County, whole county, the same 2026 schedule
- Cache County, whole county. Model years 2021 to 2026 are not tested and 1996 to 2020 test every two years, by odd or even model year
- No emissions test in Beaver, Box Elder, Carbon, Daggett, Duchesne, Emery, Garfield, Grand, Iron, Juab, Kane, Millard, Morgan, Piute, Rich, San Juan, Sanpete, Sevier, Summit, Tooele, Uintah, Wasatch, Washington or Wayne County. A county runs a program only when federal law requires it or air quality standards need it, Utah Code 41-6a-1642(1)
A kei truck. Exempt. A vehicle registered as a novel vehicle under 41-27-201 is exempt from every county emissions inspection program, Utah Code 41-6a-1642(4)(d), and the DMV's inspections page lists novel vehicles among the exemptions in all five counties. From 1 October 2026 a vehicle with a model year of 1995 or older is exempt too, 41-6a-1642(4)(b), which 2026 HB 22 put in place of the old vintage vehicle and 1967 rules. A 25 year truck of model year 1996 to 2001 would be tested in the five counties only if it were registered as something other than a novel vehicle. Even then, a vehicle a county verifies has no OBD-II system, for a reason other than tampering, is exempt for life once the DMV records its number, 41-6a-1642(15) to (17). A truck built for the Japanese market in those years most likely has none, which is an inference and not a county finding. Read 28 October 2026.
Safety inspectionUtah has had no periodic safety inspection for most private vehicles..To confirm
Utah has had no periodic safety inspection for most private vehicles since 1 January 2018, when the DMV says it stopped being a condition of registration. Annual inspections remain for commercial vehicles, ground transportation vehicles, vehicles with three or more axles or pulling a trailer, combination units, buses or vans for hire and taxis, Utah Code 53-8-205(1)(d) to (f). A kei truck registered as a street-legal novel vehicle passes one safety inspection, the first time it is registered as street legal, 53-8-205(1)(c) and 41-1a-205(2), and 41-6a-1509(4) ties the street-legal novel vehicle to that inspection. Only a safety inspector certified by the Utah Highway Patrol, at a station holding a patrol permit, may do it, 53-8-206(1), and the station issues the certificate, 53-8-205(2). It checks the street-legal equipment list of 41-6a-1509(5)(b), set out in equipment below. The patrol's two inspection manuals, both effective 1 November 2025, cover motorcycles and ATVs and passenger vehicles, light trucks and type III ATVs. Neither mentions novel vehicles, so which station type takes a kei truck was not found. No inspection follows on a schedule. An officer with reasonable cause may stop and inspect a vehicle that looks unsafe or not equipped as the law requires and order it to get a safety inspection certificate within 14 days, 53-8-209(1) and (2). A truck that is not street legal needs no safety inspection. From 1 January 2027 a vehicle that has or qualifies for a gray market title brand may earn a compliant gray market brand once it is altered to meet federal and state safety standards and passes a safety inspection under 53-8-205, 41-1a-1004(1)(c) as amended by 2026 HB 228.

Licence, equipment and renewalClass D driver licence, the class for motor vehicles that are not..
The licence
Class D driver licence, the class for motor vehicles that are not commercial motor vehicles or motorcycles, Utah Code 53-3-102(3). A licence is needed to drive a motor vehicle on a highway, 53-3-202(1). The street-legal novel vehicle subsection, 41-6a-1509(4), does not cite the licence act the way the street-legal ATV subsection does, 41-6a-1509(3)(b)(i), so the duty rests on 53-3-202 and on the code's motor vehicle, a self-propelled vehicle intended primarily for use and operation on the highways, 41-1a-102(43). A novel vehicle that is not street legal, driven on public land, trails or roads open to OHVs, calls for the OHV safety certificate of 41-22-30(2)(b) instead, and an operator under 18 without a driver licence on a public highway open to motor vehicles needs the direct supervision of someone 18 or older within 300 feet, 41-22-30(1) and (2)(c). No endorsement is needed for a kei truck.
On the road
- Two headlamps that meet 41-6a-1603, lighted from sunset to sunrise and whenever persons and vehicles are not clearly discernible at 1,000 feet, Utah Code 41-6a-1509(5)(b)(i) and 41-6a-1603(1)
- Two tail lamps and a tail lamp or other lamp that lights the rear plate with white light, 41-6a-1509(5)(b)(ii) and (iii)
- One or more red reflectors on the rear and two stop lamps on the rear, 41-6a-1509(5)(b)(iv) and (v)
- Amber or red electric turn signals, one on each side of the front and rear, 41-6a-1509(5)(b)(vi)
- A braking system other than a parking brake that meets 41-6a-1623, whose service brakes stop the truck within 40 feet from 20 miles per hour on a level, dry, smooth, hard surface, 41-6a-1509(5)(b)(vii) and 41-6a-1623(1)(a)
- A horn or other warning device that meets 41-6a-1625, audible under normal conditions at 200 feet, 41-6a-1509(5)(b)(viii) and 41-6a-1625(1)
- A muffler and emission control system that meets 41-6a-1626, with the muffler in good working order and constant operation and no cutout or bypass, 41-6a-1509(5)(b)(ix) and 41-6a-1626(1)
- Rearview mirrors on the right and left side of the driver under 41-6a-1627, 41-6a-1509(5)(b)(x)
- A windshield, unless the operator wears eye protection, 41-6a-1509(5)(b)(xi)
- A speedometer illuminated for nighttime operation, 41-6a-1509(5)(b)(xii). The section does not say it must read in miles per hour
- A seat designed for passengers where the maker built the truck to carry them, and a seatbelt for each occupant in side-by-side seating, 41-6a-1509(5)(b)(xiii) and (xiv)
- A seat between 20 and 40 inches high, measured at the forward edge of the seat bottom, 41-6a-1509(5)(b)(xv)
- Tires no more than 44 inches high with at least 2/32 inch of tread, 41-6a-1509(5)(b)(xvi)
- On a highway posted over 50 miles per hour, a reflector or reflective tape on the front and back of both sides, with the truck kept to the extreme right of the roadway, 41-6a-1509(7)(b)
- Federal motor vehicle safety standards do not supersede 41-6a-1509 for a street-legal novel vehicle, 41-6a-1601(6)(a)(ii). Three rules do not apply to a street-legal novel vehicle, 41-6a-1629(2)(c). They are the fender rule for a widened wheel track in 41-6a-1631(2), the bumper rule in 41-6a-1632 and the mudguard rule in 41-6a-1633
- No vehicle may be driven on a highway in an unsafe condition or without the equipment the traffic code requires, 41-6a-1601(1)(a)
- Off the road under the OHV chapter, brakes that stop and hold the truck, headlights and taillights between sunset and sunrise, a noise control device and a spark arrestor, 41-22-10.7(1), except for an off-highway implement of husbandry used only in agricultural operations and never on a highway, 41-22-10.7(4)
Plates and renewal
The division issues a novel vehicle a registration sticker or a license plate, as appropriate, Utah Code 41-27-201(6). An ordinary vehicle gets one plate, or two on the owner's request, 41-1a-401(1)(a)(iv) and (d)(ii), and an off-highway vehicle gets one tan OHV plate for the rear, 41-22-3(4), which the DMV says is not street legal. Which plate a street-legal novel vehicle carries was not found. Both novel vehicle fees are annual, 41-27-201(5), so the registration renews every year, and the division sends a notice at least 30 days before it expires, 41-1a-203(1). A chapter 1a registration runs 12 months from the first day of the month it is issued, 41-1a-215(1). Renewal is online, at a renewal station or at a DMV office. A seller may pass the plate to the buyer with the truck, 41-1a-401(1)(c), and the Tax Commission's 2025 report flags buyers driving on the seller's plate without registering, so a buyer registers the truck in their own name.
The off highway decalNo separate OHV registrationTo confirm
The decal. No separate OHV registration. A novel vehicle is registered once, under Utah Code 41-27-201, and receives a registration sticker or plate, 41-27-201(6). One that is not street legal is then governed by the off-highway vehicle chapter except where the novel vehicle chapter says otherwise, 41-27-201(9). The OHV registration of 41-22-3 and its tan plate belong to snowmobiles, type I, II and III ATVs and off-highway motorcycles, 41-22-2, and types II and III leave out any vehicle not designed primarily for recreation on unimproved terrain, so a kei truck is none of these. Whether the DMV issues a novel vehicle the tan OHV plate was not found. An OHV owned by a nonresident needs Utah's nonresident OHV permit on public land, trails, streets or highways, 41-22-35(1), and the Division of Outdoor Recreation says that from 8 September 2026 this includes an out-of-state OHV registered as street legal at home.
The course. An OHV operator on public land, trails, streets or highways must hold a safety certificate issued or approved by the Division of Outdoor Recreation or be in an approved course under an instructor, Utah Code 41-22-30(2)(b), and an operator 18 or older on public lands must have completed an approved course or the one-time course, 41-22-31(3). The division must offer the program online, 41-22-31(1)(b)(iv), and its page describes the adult course as free, online, under 30 minutes and good for life. The course rules do not reach the operator of an off-highway implement of husbandry, 41-22-30(4) and 41-22-31(4). Because 41-27-201(9) applies the OHV chapter to every novel vehicle, a driver who takes a kei truck that is not street legal onto public land or an OHV route should hold the certificate. Whether the division expects it of a street-legal novel vehicle on a road was not found.
A 25 year kei truck equipped to the street-legal list and through its first safety inspection is a street-legal novel vehicle. It may use any street or highway in Utah except an interstate and, in a county of the first class, a highway near a grade separation posted over 50 miles per hour, at no more than the posted limit or 50 miles per hour, whichever is lower, Utah Code 41-6a-1509(2) and (7), and the OHV route rules do not hold it back, 41-22-10.3(4). A kei truck registered as a novel vehicle but not made street legal falls under the OHV chapter, 41-27-201(9). It may use only streets and highways designated or posted open to OHVs and crosses others at a right angle after a complete stop, 41-22-10.3(1) and 41-22-10.5. It needs brakes, night lights, a noise control device and a spark arrestor, 41-22-10.7(1). It works farms, ranches and private land, where no registration is needed, 41-22-3(1)(a). An off-highway implement of husbandry used for agriculture is excused from OHV registration and insurance when it runs as 41-22-5.5 allows, 41-22-9(1)(e) and 41-12a-301(5)(b), but the class names only ATVs, off-highway motorcycles and snowmobiles, 41-22-2, so whether a kei truck can claim it was not found.

Questions
Is a kei truck street legal in Utah?
Yes, as a street-legal novel vehicle. Utah registers kei trucks as novel vehicles, and one equipped to Utah's street-legal list that passes a safety inspection at its first street-legal registration may use Utah streets and highways. A truck that is not made street legal is governed by Utah's off-highway vehicle rules and works farms, ranches, private land and the roads and trails open to OHVs.
How fast can it go and where?
No faster than the posted limit or 50 miles per hour, whichever is lower, on any Utah street or highway except an interstate. In a county of the first class it also stays off a highway near a grade separation posted over 50. On a highway posted over 50 it keeps to the extreme right and carries reflectors or reflective tape front and back on both sides.
Do I need a safety inspection?
Once, if you register it as street legal. Utah requires a safety inspection the first time a novel vehicle is registered as a street-legal novel vehicle, done by an inspector certified by the Utah Highway Patrol at a permitted station, which may charge a reasonable labor fee it posts in advance. It checks the street-legal equipment list. No yearly safety inspection follows, and a truck that is not street legal needs none.
What does the DMV need to title an imported kei truck?
Form TC-656 with ID for every owner, a VIN inspection on Form TC-661, the Japanese export certificate with a certified English translation, a signed statement that the truck complies with all federal laws that apply to it and the bill of sale. Bring the stamped entry papers, CBP Form 7501, DOT Form HS-7 and EPA Form 3520-1, as the evidence behind that statement. The DMV decides whether the truck registers as a novel vehicle, and you may appeal its decision to the Tax Commission within 14 days.
My truck has a frame number, not a 17 character VIN. Can Utah title it?
Utah uses a vehicle's permanent manufacturer's number as its identification number and assigns a state number only when there is none or it was altered or removed, so a Japanese frame number reads as the number for the title. The VIN inspection records it. When the DMV cannot place a vehicle from its number it asks you to describe the vehicle and its purpose. Whatever number the title carries is the number your insurance policy must carry.
Does a kei truck need an emissions test in Utah?
No, not while it is registered as a novel vehicle. Utah law exempts novel vehicles from the emissions programs in Cache, Davis, Salt Lake, Utah and Weber counties, the only counties that test. The other 24 counties do not test, and model years 1995 and older are exempt everywhere.
What does it cost to title and register a kei truck in Utah?
The statutes set a $6 title fee and, for a novel vehicle, a $1 registration fee and a $1 fee in lieu of property tax each year. The plate fee and the safety inspection fee are set outside the statutes. Sales or use tax is due at title on a truck not bought from a Utah dealer, 4.85 percent state plus local rates, with credit for tax paid to another state and none written for tax paid abroad.
What insurance does a kei truck need in Utah?
Liability of at least $30,000 for one person's injury, $65,000 for two or more and $25,000 for property, with at least $3,000 of personal injury protection, whenever the truck is driven on a road, a quasi-public road or a parking area. Uninsured and underinsured motorist coverage come with the policy unless you waive them in writing. Utah checks insurers' reports against registrations by identification number, so the policy must carry the frame number exactly as the title does. A truck kept on private land has no statutory insurance duty.

Buying from out of state
What Utah says about a seller from elsewhere.
If you buy from a seller in another state, Utah's rule below says what applies.
Utah's rule, as read
A dealer licensed in another state "may only sell motor vehicles in this state to licensed dealers ... or manufacturers, and only at their places of business". A retail sale in Utah to a Utah consumer by a Colorado dealer is outside that allowance.
Utah State Tax Commission, Motor Vehicle Enforcement Divisiondmv.utah.gov, read 28 October 2026The public record as read on 28 October 2026, not legal advice.
County by county
The rules in detail.
Where a newer off road truck or a UTV can run in Utah, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.
Statewide
Utah sorts a kei truck by how it is registered, and the route layer in this file only matters for one of the ways. A truck registered as a street-legal novel vehicle may run on any street or highway in Utah under 41-6a-1509(2), no faster than the posted limit or 50 mph, never on an interstate and, in a county of the first class, which today is Salt Lake County alone, never on a highway near a grade separation posted over 50 mph, so no county or town OHV route governs it. That is the road for a 25 year truck equipped to the street-legal list and through its first safety inspection. A governed newer truck is not an OHV on its face, because Utah's type II class needs low pressure tires and a rollover protection system and types II and III leave out any vehicle not designed or modified primarily for recreation on unimproved terrain. Registered as a novel vehicle but not street legal it falls under the OHV chapter by 41-27-201(9), and then it may use only streets and highways designated or posted open to OHVs under 41-22-10.1 and 41-22-10.5, crossing others at a right angle after a full stop under 41-22-10.3. Those designations are the county roads and town streets below. Engines and EPA
Why the engine decides which truck comes in.
The same three facts hold in Utah and every other state.
The 25 year truck
It comes in on age
A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.
40 CFR 85.1511(f)(2)eCFR, read 28 October 2026The newer truck
EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.
40 CFR 1054.1, the small engine ruleseCFR, read 28 October 2026Small nonroad spark ignition engine certificatesEPA, read 28 October 2026Utah, the five answers
Road, title, land, inspection and what is next.
The roadCan I drive it on the road?
Utah registers kei class trucks as novel vehicles and a novel vehicle equipped to the street-legal standard may run on Utah roads at up to 50 miles per hour, never on an interstate.
- A street-legal novel vehicle may not exceed the posted speed limit or 50 miles per hour, whichever is lower.
- It may not run on an interstate highway.
- In a county of the first class it may not run on a highway near a grade-separated section where the posted limit is over 50 miles per hour.
- On a highway posted over 50 miles per hour it keeps to the extreme right of the roadway and carries a reflector or reflective tape front and back on both sides.
- Required equipment includes two headlamps, two tail lamps, a plate lamp, a red rear reflector, two stop lamps, front and rear turn signals, service brakes, a horn, a muffler and emission control system, left and right mirrors, a windshield or eye protection for the driver and an illuminated speedometer.
- Seatbelts are required for each occupant in side-by-side seating, the seat sits between 20 and 40 inches high at the front edge and tires may not exceed 44 inches in height with at least 2/32 inch of tread.
- A safety inspection is required the first time the truck is registered as a street-legal novel vehicle.
- Nothing in the section opens an area that is closed to motor vehicle use.
Utah Code 41-27-101 and 41-27-201 (novel vehicle registration), 41-6a-1509(2), (4), (5)(b) and (7) (street-legal novel vehicle), 41-1a-205
TitleHow do I title and register it?
Title and registration run through the Utah Division of Motor Vehicles. A vehicle that does not fit an existing category is approved as a novel vehicle by the Utah State Tax Commission before it is titled or registered.
The steps
- Have the truck's VIN inspected on form TC-661, required for a first Utah title.
- Apply on form TC-656 with government-issued identification for every owner listed.
- The division looks for a vehicle category from the VIN. If it cannot place the truck, the owner describes the vehicle and its purpose.
- A vehicle that fits no category, or whose category is unclear, is registered as a novel vehicle. The division may issue a title for it.
- For road use, equip the truck to the street-legal list and pass the first safety inspection.
- An owner who disagrees with the classification may appeal to the Tax Commission within 14 days.
The documents
- Form TC-656, Application for Utah Title and Registration
- Form TC-661, Certificate of Inspection, for the VIN inspection
- Government-issued identification for each owner
- Proof of ownership under the DMV's title requirements
- Safety inspection certificate for street-legal registration
- A signed statement that the vehicle complies with all federal laws and regulations applicable to it, required for a vehicle under 6,000 pounds GVWR not originally manufactured for sale in the United States, Utah Code 41-1a-225(1)
- A certified English translation of the Japanese export certificate, 41-1a-225(2), and surrender of the foreign registration papers, 41-1a-224(2)

LandCan I use it on a farm or private land?
A novel vehicle not registered as street legal is governed by Utah's off-highway vehicle rules. Utah requires OHV registration to run on public land, trails, streets or highways and sets no registration for private land.
Class. Novel vehicle, under the off-highway vehicle chapter unless registered street legal
Registration. OHV registration for public land, trails, streets and highways under Utah Code 41-22-3. None for private land.
On the farm
Utah issues an off-highway implement of husbandry sticker under Utah Code 41-22-5.5. A vehicle carrying it skips the county property tax certificate and the OHV plate but still displays an OHV registration sticker.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
InspectionWhat inspection or insurance applies?
Safety. A safety inspection is required when a novel vehicle is first registered as a street-legal novel vehicle, Utah Code 53-8-205(1)(c) and 41-1a-205(2). No periodic safety inspection follows.
Emissions. A vehicle registered as a novel vehicle is exempt from the county emissions inspection programs, Utah Code 41-6a-1642(4)(d), read in the code as amended effective 1 October 2026.
Insurance. Utah requires owner's or operator's security on every motor vehicle, meaning every self-propelled vehicle designed for use upon a highway, whenever it is operated on a highway, a quasi-public road or a parking area, so a street-legal kei truck carries the same coverage as any car or truck, 30/65/25 liability with personal injury protection, Utah Code 41-12a-301(2)(a), 41-12a-103(4), 31A-22-302 and 31A-22-304(2).
NextWhat is coming?
The Tax Commission reports novel vehicle registrations to the Transportation Interim Committee, which decides whether to propose legislation for a particular type of novel vehicle. A vehicle already registered as a novel vehicle stays one unless the Legislature changes the code.
Each October interim meeting
2026 HB 228 adds title brands from 1 January 2027. One is gray market, for a motor vehicle manufactured outside the United States, not intended by its maker for sale here and not meeting federal or state safety or emissions standards. Another is compliant gray market, for such a vehicle once it is altered to meet federal and state safety standards and passes a safety inspection under 53-8-205. The branding section speaks of salvage vehicles, and whether the division will brand a kei truck titled as a novel vehicle was not found. The same bill has the division check every new Utah title application without a Utah title against the national title information system.

Questions
Asked about Utah.
Can I drive a kei truck on Utah roads?
Yes, as a street-legal novel vehicle. It may go no faster than the posted limit or 50 miles per hour, whichever is lower. It may not use an interstate.
What does street legal take?
Lights, stop lamps, turn signals, brakes, a horn, a muffler, mirrors, a windshield, an illuminated speedometer, seatbelts for side-by-side seats and tires of the allowed size, then a safety inspection the first time it is registered street legal.
Who decides the truck is a novel vehicle?
The Utah DMV works from the VIN or the owner's description. A vehicle that fits no existing category is registered as a novel vehicle after approval at the Utah State Tax Commission. An owner may appeal the decision within 14 days.
Does it need an emissions test?
No. Utah law exempts a vehicle registered as a novel vehicle from the county emissions inspection programs.
Do I need to register it to use it on private land?
Utah's OHV registration reaches public land, trails, streets and highways. A truck that stays on private land is outside that requirement.
What about a truck 25 years or older?
Equipped to the street-legal list and through a first safety inspection it registers as a street-legal novel vehicle. It may go no faster than the posted limit or 50 miles per hour, whichever is lower. It never uses an interstate.
Upgrades
Upgrades in Utah.
Height and lift. Unladen frame height may not exceed 24 inches for a GVWR under 4,500 lb and the body floor may not rise more than three inches above the frame top (Utah Code 41-6a-1631). Front axle blocks are barred (41-6a-1630).
Tires and fenders. If wheel track is widened the top 50 percent of the tires must be covered by fenders or extenders (Utah Code 41-6a-1631). A vehicle altered from the maker's frame height needs tire-wide mudguards or flaps (41-6a-1633). Spacers are barred except original equipment (41-6a-1630).
Lights. No more than two spot lamps and four lit front lamps are allowed (Utah Code 41-6a-1610 and 41-6a-1616). An auxiliary light on a public road must show white or amber to the front in a steady beam no brighter than the original lighting (41-6a-1604).
Modification and inspection. The Highway Patrol inspects doubtful vehicles for a permit of approval and the department must suspend registration of one altered in violation (Utah Code 41-6a-1630). A vehicle under 6,000 lb GVWR not made for sale in the United States needs a federal compliance statement (41-1a-225).
From the upgrades chapter of Mini Truck Roadbook, the 2026 to 2027 edition, with the statute after each rule.
Getting it there
Where Utah's truck comes ashore.
From the nearest port where a sailing from Japan is on record. Road miles are an estimate, the straight line times 1.2, not a routed drive.
