Kei trucks in Alabama, titled at 25 years and plated for low speed work before that
Read from Alabama's own statutes and motor vehicle office.
Alabama titles and registers a vehicle 25 model years or older on its ownership and import papers, so a 25 year old kei truck imported for the road takes an ordinary title and plate. A newer truck imported as off road equipment and governed to 25 mph is the mini-truck Alabama's law describes. It skips the title and takes a restricted low speed plate for every road but an interstate.
Your lane
Which truck are you buying?
Alabama treats the two kinds of kei truck differently. Pick yours and this answers for it.
A kei truck 25 years or older imported for the road is titled and registered in Alabama as an ordinary motor vehicle, because the Department of Revenue's rules exempt vehicles 25 model years and older from federal standards.
Open to road useTitle. Alabama title through the county licensing official on the ownership document, English translations, a CBP form with customs release, the HS-7 and the EPA 3520-1. A truck 35 model years or older is exempt from titling and registers on its ownership papers.
Registration. Ordinary registration and plate. With a 25 mph governor fitted it may take the restricted low speed mini-truck plate instead.
- 25 model years old and older can be titled and registered with proper ownership documentation (r. 810-5-75-.03(5) and r. 810-5-1-.238(6))
- No special road limit as an ordinary motor vehicle
- As a governed mini-truck, no interstate highways (32-6-59(b)(1))
Can I drive a 25 year old kei truck on Alabama roads?
Yes. The Department of Revenue's rules say a vehicle 25 model years or older is not subject to federal safety standards and can be titled and registered with proper ownership papers. It takes an ordinary title and plate. Alabama sets no special road limit for it.
What papers does a 25 year truck need?
The export certificate or other ownership document with English translations, a customs entry with its release, the HS-7, the EPA 3520-1 and a title application at your county licensing official. A truck 35 model years or older registers without a title.
A newer kei truck imported as off road equipment and governed to 25 mph is the truck Alabama's mini-truck definition describes: a reduced dimension truck with an installed speed governor at 25 mph and a nonconforming vehicle identification number. It can take the restricted low speed mini-truck plate and use any road but an interstate.
Low speed vehicleWhere it can run
Public highways, roads and streets other than interstates, with the plate. Farms and private land without it.
Title. Exempt from titling as a mini-truck (Ala. Admin. Code r. 810-5-1-.238(3)).
Registration. Restricted low speed mini-truck plate, ordered by the county official after a physical inspection of the truck and its papers.
- At least 48 inches wide and at least 1,500 pounds unladen with fuels and fluids, with a fully enclosed metal cab and an installed speed governor to prevent more than 25 mph (40-12-240)
- Headlamps, stop lamps, front and rear turn signal lamps, tail lamps, reflex reflectors, a parking brake, rearview mirrors, a windshield and seat belts (40-12-240)
- Not on interstate highways, and not on any public road without the tag for restricted low speed use (32-6-59(b))
A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck imported as off road equipment and governed to 25 mph?
It is the truck Alabama's mini-truck law describes: a reduced dimension truck with a 25 mph governor, the listed lights, mirrors, windshield and seat belts and a nonconforming identification number. The county inspects it and issues the restricted low speed mini-truck plate with no title. No interstates.
What if a newer truck has no governor?
Then it is not a mini-truck under Alabama law and has no plate. It works on the farm and on private land.

County by county
The rules in detail.
Where a newer off road truck or a UTV can run in Alabama, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.
Statewide
A kei truck is not a utility task vehicle, a recreational off-highway vehicle or an all-terrain vehicle in Alabama, and Alabama has no road for those machines, so there are no UTV routes on this map for any kei truck to use. The Department of Revenue's rule 810-5-1-.238(1)(c) lists a UTV or ROV, a motorized off-road vehicle on four or more non-highway tires with a steering wheel, non-straddle seating, seat belts and an occupant protective structure, and (1)(d) lists an ATV, among the vehicles that cannot be titled or registered unless they carry a manufacturer's statement of origin that the vehicle complies with the federal motor vehicle safety standards. Under (2)(a) a statement that says off road use only means the vehicle is not intended for the public roadways and cannot be registered. No Alabama county or town act opening a road to one was read, and the Alabama State Law Enforcement Agency told riders in September 2025 to keep ATVs, UTVs and side by sides off the roads and said it is illegal to drive them on Alabama asphalt and unpaved roads. SB 303 of 2026 would have opened public roads in the unincorporated parts of a county posted 45 mph or less from 1 January 2027 to an off-road vehicle with a dealer certified list of equipment, a tag, insurance and a licensed operator 16 or older, and it never took effect: a bill tracker records a Senate pass on 19 February 2026 and a House vote of 43 to 44 on 7 April 2026 that lost, and the Legislature's site holds no enrolled text. A kei truck has its own road law. A truck 25 model years or older is titled and registered as an ordinary motor vehicle under rules 810-5-75-.03(5) and 810-5-1-.238(6), with no special road limit, and a newer truck governed to 25 mph is a mini-truck under Code of Alabama 40-12-240 that takes a restricted plate for every road but an interstate under 32-6-59. A town or county that writes a rule for golf carts or low speed vehicles has not written one for a UTV, and the golf cart acts under local constitutional amendments are not UTV routes.
Autauga County To confirm
Alabama has no road for a UTV, ROV or ATV, and no act of Autauga County or its towns opening one was read, so the roads here are for registered vehicles. A kei truck 25 years or older is titled and plated as an ordinary vehicle, and a governed one takes a restricted mini-truck plate for every road but an interstate.

Engines and EPA
Why the engine decides which truck comes in.
The same three facts hold in Alabama and every other state.
The 25 year truck
It comes in on age
A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.
40 CFR 85.1511(f)(2)eCFR, read 28 October 2026The newer truck
EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.
40 CFR 1054.1, the small engine ruleseCFR, read 28 October 2026Small nonroad spark ignition engine certificatesEPA, read 28 October 2026Alabama, the five answers
Road, title, land, inspection and what is next.
The roadCan I drive it on the road?
Alabama titles and registers a motor vehicle 25 model years or older on proper ownership papers because it is not subject to federal safety standards. A 25 year kei truck takes an ordinary title and plate, and one fitted with a 25 mph governor may take the restricted mini-truck plate instead.

TitleHow do I title and register it?
Alabama titles an imported kei truck 25 model years or older on its import papers through the county licensing official. A governed mini-truck is exempt from titling and takes its restricted plate after a physical inspection.
The steps
- For a 25 year truck, bring the ownership document, English translations of anything in a foreign language, a CBP form with customs release such as the 7501 or 3461, the HS-7 and the EPA 3520-1 to the county licensing official.
- Where the foreign ownership document does not disclose security interests, the title is issued under surety bond.
- Register the truck and take an ordinary plate. A truck 35 model years or older skips the title and registers on its ownership papers.
- For a governed mini-truck, bring the truck and its ownership documents to the county license plate issuing official, who inspects it and matches the identification number to the papers. The official orders the restricted mini-truck plate and it is mailed to the owner.
The documents
- Authentic source of ownership document, the Japanese export certificate for an import
- English translations of documents written only in a foreign language
- A CBP form with customs release: 7501, 368, 3311, 6059B, 7523, 3461 or an equivalent the department accepts
- NHTSA HS-7 declaration, where applicable
- EPA form 3520-1 or the manufacturer's confirmation letter
- For a mini-truck plate, the truck itself for physical inspection

LandCan I use it on a farm or private land?
A newer kei truck that is not fitted as a mini-truck has no Alabama plate. Alabama does not title or register off-road vehicles such as UTVs and ATVs unless their papers or label show they meet federal safety standards.
Class. Utility task vehicle or recreational off highway vehicle, defined by four or more non-highway tires, a steering wheel, non-straddle seating, seat belts and an occupant protective structure
Registration. No state off road registration exists. Rule 810-5-1-.238 says these vehicles cannot be titled or registered unless the certificate of origin or a 49 CFR 567 label shows they meet federal motor vehicle safety standards, and an off road use only note on the papers means they cannot be registered.
On the farm
No Alabama source read sets a farm vehicle rule that reaches a mini truck.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
InspectionWhat inspection or insurance applies?
Safety. The county plate issuing official physically inspects the truck to match its identification number to the papers before a plate is issued or transferred. Officials may appoint government officials to inspect on their behalf. No periodic inspection was found.
Emissions. No emissions test was found in the sources read.

Questions
Asked about Alabama.
What papers does a 25 year truck need?
The export certificate or other ownership document with English translations, a customs entry with its release, the HS-7, the EPA 3520-1 and a title application at your county licensing official. A truck 35 model years or older registers without a title.
What equipment does a mini-truck need?
A fully enclosed metal cab, the 25 mph governor, headlamps, stop lamps, front and rear turn signals, tail lamps, reflectors, a parking brake, rearview mirrors, a windshield and seat belts. It must be at least 48 inches wide and weigh at least 1,500 pounds with fuel and fluids.
What if a newer truck has no governor?
Then it is not a mini-truck under Alabama law and has no plate. It works on the farm and on private land.
Upgrades
Upgrades in Alabama.
Height and lift. No bumper, frame or lift rule found for a passenger-type truck. The only height limit found is 13 and a half feet overall including load (32-9-20(2)). (Unsure.)
Tires and fenders. No rule found on fenders, mud flaps, tire stick-out, maximum tire size or wheel spacers. A tire with under 2/32 inch of tread, exposed cord, a bump, a bulge or separation is unsafe (32-5-210). (Unsure.)
Lights. Two to four head lamps are required (32-5-240). One spot lamp and two fog lamps at most, fog lamps 12 to 30 inches high (32-5-241). No red light shows to the front and no blue light except police (32-5-241 and 32-5A-115).
Modification and inspection. No inspection or retitle rule found for a lift, larger tires or added lights. A change making the vehicle not the one on its title means the title is sent to the Revenue Department to be cancelled (32-8-87). (Unsure.)
From the upgrades chapter of Mini Truck Roadbook, the 2026 to 2027 edition, with the statute after each rule. A rule marked (Unsure.) rests on a source the book could not read in full.
Getting it there
Where Alabama's truck comes ashore.
From the nearest port where a sailing from Japan is on record. Road miles are an estimate, the straight line times 1.2, not a routed drive.
