Illinois decides kei trucks by how they were built

Read from Illinois's own statutes and motor vehicle office.

Illinois registers only vehicles originally manufactured for highway use. The Secretary of State decides each kei truck under that test and its own design rule. A truck 25 years or older imported for road use is titled on its foreign papers and customs entry with no DOT or EPA form, then the Vehicle Title Division decides its plates. A newer truck imported as off road equipment and governed to 25 mph works farms and private land. Where a town, township or county opens roads posted 35 mph or less to non-highway vehicles it may be able to use them.

Your lane

Which truck are you buying?

Illinois treats the two kinds of kei truck differently. Pick yours and this answers for it.

A truck 25 years or older imported for road use is titled in Illinois on its grey market papers, and its plates turn on the Secretary of State's highway use test.

Road use unclear

Title. Secretary of State title on the foreign ownership papers and CBP 7501. No DOT or EPA form is required at 25 years or older.

Registration. Decided by the Secretary of State under 625 ILCS 5/3-401(c-1) and 92 Ill. Adm. Code 1010.230. It has published no kei position either way.

  • Registration only for vehicles originally manufactured for highway operation. 625 ILCS 5/3-401(c-1)
  • Refusal where the vehicle is not manufactured or designed for general highway use, weighing retail sale for street use, wheelbase, rim size and power and speed. 92 Ill. Adm. Code 1010.230
  • If treated as a non-highway vehicle: only local roads opened by ordinance, posted 35 mph or less, with a driver's license, insurance and the listed equipment. 625 ILCS 5/11-1426.1

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

I am buying a truck 25 years or older. What does Illinois allow?

It is titled on its foreign ownership papers and the customs entry. Illinois drops the DOT and EPA forms at 25 years. Plates depend on the Secretary of State's highway use test, so we ask the Vehicle Title Division about the exact truck before you buy and sell it for farm and private land unless the answer is yes.

A newer truck imported as off road equipment and governed to 25 mph cannot be registered in Illinois. Whether it is a non-highway vehicle that a local ordinance may open roads to is not settled.

Unclear

Where it can run

Farms and private land. Local roads posted 35 mph or less where a town, township or county has opened them by ordinance. Crossings at intersections.

Title. No Illinois title rule for a non-highway kei truck was found.

Registration. None. Not registrable under 3-401(c-1), and a truck held to 25 mph fails the Secretary of State's power and speed factor in 1010.230(b)(6). It fits the recreational off-highway vehicle class only on non-highway tires within the width and weight limits.

  • Only on streets posted 35 mph or less where local government or the state transportation department has authorized non-highway vehicles. May cross a road posted over 35 mph at an intersection. 625 ILCS 5/11-1426.1(b) and (d)
  • The operator must hold a valid driver's license. 625 ILCS 5/11-1426.1(b-5)
  • Required on a roadway: brakes, steering, tires, a rearview mirror, red reflectors front and rear, a slow moving vehicle emblem on the rear, a white headlight visible at 500 feet, a red tail lamp visible at 100 feet, brake lights and turn signals, with lamps lit. 625 ILCS 5/11-1426.1(e)
  • Mandatory insurance applies on any roadway. 625 ILCS 5/11-1426.1(g)
  • The farm road allowance in subsection (h) covers only all-terrain and recreational off-highway vehicles.
  • The Secretary of State may refuse a vehicle that lacks the performance capability to maintain adequate power and speed so as not to impede the normal and reasonable movement of traffic. 92 Ill. Adm. Code 1010.230(b)(6)

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

I am buying a newer truck governed to 25 mph. What does Illinois allow?

It works farms and private land. It cannot be registered. Illinois lets a town, township or county open its roads posted 35 mph or less to non-highway vehicles by ordinance.

Private land and the farm

On your own ground in Illinois.

On private land

To confirm

On land that is not a highway a kei truck needs no Illinois plate, because registration and title attach to a vehicle driven or moved upon a highway, 625 ILCS 5/3-402(A).

The code, section by section
  • 3-402(A): every motor vehicle driven or moved upon a highway is subject to registration and title, with the listed exceptions.
  • 20 ILCS 862/25.5(c): no off-highway vehicle trails public access sticker is needed on private land.
  • 20 ILCS 862/26(b): the off-highway vehicle usage stamp applies to an off-highway vehicle operated within the State. Whether a work truck on its owner's land is a recreational off-highway vehicle under 862/10 was not found in any Department of Natural Resources rule read.
The codeilga.gov, read 28 October 2026

On the farm

The farm allowance of 11-1426.1(h) lets an all-terrain or recreational off-highway vehicle run county and township roads for farming operations between the home, farm, farm buildings and nearby farm land, without the equipment list of (e) and with farm, home or non-highway vehicle insurance if not on a motor vehicle policy. It names only those two classes, so it does not reach a kei truck.

No Secretary of State page, rule or opinion applying 1-130 or 3-402(A)(2) to a kei truck was found.

The code, section by section
  • 11-1426.1(h): lamps lit from half an hour before sunset to half an hour after sunrise. No crossing of a tollroad, interstate or controlled access highway. A direct crossing of a state, municipal, county or road district highway at about ninety degrees after a full stop while yielding to traffic, and of a divided highway only at an intersection.
  • 625 ILCS 5/1-130: an implement of husbandry is a vehicle designed and adapted exclusively for agricultural, horticultural or livestock raising operations. P.A. 104-817 changes only the farm wagon weight limits from 1 January 2027.
  • 625 ILCS 5/3-402(A)(2): an implement of husbandry only incidentally operated or moved on a highway, including a not-for-hire trip delivering farm commodities to first processing, sale or storage, is exempt from registration.
  • Knox, Mercer and Bond county ordinances repeat the (h) allowance in their own words.

Ask the office that decides.

Illinois's law does not settle a kei truck on the road plainly, so the office below makes the call on each truck. We ask it with you before you buy.

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Illinois, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck is not settled as a vehicle these routes admit. Every county, township and town route here rests on 625 ILCS 5/11-1426.1, which lets a local government open roads posted 35 mph or less to a non-highway vehicle, a motor vehicle not specifically designed to be used on a public highway, including an all-terrain vehicle, a golf cart, an off-highway motorcycle and a recreational off-highway vehicle. A kei truck is none of the four. The recreational off-highway vehicle of 1-168.8 must be designed to travel primarily off-highway and ride on four or more non-highway tires, and a kei truck was built for Japan's roads on road tires, though its width of about 58 inches, a dry weight under 2,000 pounds for most models, its bench seat and its steering wheel all fall inside that definition. The all-terrain vehicle of 1-101.8 is 50 inches wide at most, the off-highway motorcycle of 1-153.1 runs on two wheels and a golf cart is built for golf. The word including leaves the umbrella open, but its test is a vehicle not specifically designed for a public highway, and a kei truck was designed for Japan's. A 2025 press report quoted the Secretary of State's office as treating kei trucks as not originally manufactured for operation on highways under 3-401(c-1), the opposite reading, and no agency or court found has set the two side by side. Most county acts read here copy the statutory classes, Mercer's admits only recreational off-highway vehicles and Bond's only those and golf carts. Pulaski's own definition of a utility-terrain vehicle, any self-propelled gasoline or diesel four wheeled motor vehicle driven from a seat, is the one county act whose words reach a kei truck, and Rochelle and Streator, on their own pages, define their classes by a top speed of 25 mph, which a governed truck meets, though each still takes a vehicle the statute calls non-highway. So a kei truck on these routes rests on a permit office accepting it, a question for each county and town. The Recreational Trails of Illinois Act's off-highway vehicle, 20 ILCS 862/10, is a motor-driven recreational vehicle for cross country travel and governs the Department of Natural Resources usage stamp and trail grants, not roads. On private land the duty to register applies only on a highway, 3-402. The farm road allowance of 11-1426.1(h) names only all-terrain and recreational off-highway vehicles, and an implement of husbandry under 1-130 must be designed and adapted exclusively for farm work, which a general purpose truck is not on the plain words, so a kei truck has no statutory farm lane on county or township roads. A 25 year truck titled on its grey market papers is a road vehicle if the Secretary of State registers it under 3-401(c-1) and 92 Ill. Adm. Code 1010.230, and then it needs none of these routes. If plates are refused it is back to the same question.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Illinois and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

40 CFR 1054.1, the small engine ruleseCFR, read 28 October 2026Small nonroad spark ignition engine certificatesEPA, read 28 October 2026

Illinois, the five answers

Road, title, land, inspection and what is next.

Some of Illinois's answers rest on a general rule or a page that would not open, so they are marked to confirm. We confirm them with the office before a truck goes there.

Illinois registers only a vehicle originally manufactured for operation on highways, and the Secretary of State's own rule lets it refuse one it finds not manufactured or designed for general highway use. The Secretary of State has published nothing on kei trucks, so its Vehicle Title Division decides each truck.

  • A vehicle may not be registered by the Secretary of State unless it was originally manufactured for operation on highways, is a modification of such a vehicle or was assembled from component parts designed for highway vehicles. 625 ILCS 5/3-401(c-1)
  • The Secretary of State shall refuse registration or a certificate of title when it determines that the vehicle by its size or design would create a dangerous and hazardous condition upon the highway, or that the vehicle is not manufactured or designed for general highway use and operation. 92 Ill. Adm. Code 1010.230(a)
  • Factors the Secretary of State may weigh include whether the vehicle was designed, manufactured, marketed and sold through retail vehicle dealers for general street and highway use, a 44 inch minimum wheelbase, a 15 inch minimum rim and the power and speed not to impede normal traffic. 92 Ill. Adm. Code 1010.230(b)
  • The grey market title path drops the DOT and EPA forms for a vehicle 25 years old or older. Secretary of State, Grey Market Vehicles
  • A non-highway vehicle may use only streets posted 35 mph or less that a municipality, township, county or the state transportation department has opened to it. 625 ILCS 5/11-1426.1(b) and (d)

TitleHow do I title and register it?

Illinois titles a grey market vehicle on its foreign ownership papers and customs entry, and a truck 25 years or older needs no DOT or EPA form. A title does not settle registration.

The steps

  1. Complete the Application for Vehicle Transaction(s), VSD-190.
  2. Complete the motor vehicle tax form, RUT-25 for a purchase from a foreign dealer or RUT-50 for a purchase from an individual.
  3. Gather the original foreign ownership documents in English or with an English translation. Add a bill of sale where the seller is not a US citizen and the sale took place abroad.
  4. Add the signed US Customs Form 7501. The DOT HS-7 and EPA 3520-1 are not required for a vehicle 25 years old or older.
  5. Apply in person at the Secretary of State's Dirksen Flagship Facility in Springfield or by mail to the Vehicle Title Division.

The documents

  • Application for Vehicle Transaction(s), VSD-190
  • RUT-25 or RUT-50 motor vehicle tax form
  • Original foreign ownership documents in English or with an English translation
  • Bill of sale showing year, model, make, VIN and purchase price, where the seller is not a US citizen and the sale was abroad
  • US Customs Form 7501 Entry Summary, signed by the importer

LandCan I use it on a farm or private land?

A non-highway vehicle may use local roads only where a town, township or county opens them by ordinance, only on streets posted 35 mph or less and only with the equipment, license and insurance the law lists.

Class. Non-highway vehicle, which includes all-terrain vehicles, golf carts, off-highway motorcycles and recreational off-highway vehicles. A recreational off-highway vehicle is 64 inches or less wide, 2,000 pounds or less dry for gas engines, on four or more non-highway tires with a non-straddle seat and a steering wheel. 625 ILCS 5/11-1426.1(a); 5/1-168.8

Registration. None found for a non-highway kei truck in the sources read.

On the farm

Illinois lets all-terrain vehicles and recreational off-highway vehicles run county and township roads for farming operations between the home, farm, farm buildings and nearby farmland. The allowance names only those two classes. 625 ILCS 5/11-1426.1(h)

Brakes, steering, tires, a rearview mirror, red reflectors front and rear, a slow moving vehicle emblem, a headlight, a tail lamp, brake lights and turn signals, with the lamps lit.
