Louisiana lets mini trucks drive roads posted 55 or less
Read from Louisiana's own statutes and motor vehicle office.
Louisiana wrote mini trucks into law in 2010. A truck 25 years or older imported for road use, with the required lights, mirrors, brakes and belts, may drive any highway posted 55 mph or less once it is registered as an off road vehicle, decaled and insured, with a licensed driver at the wheel. A newer truck imported as off road equipment and governed to 25 mph is titled as an off road vehicle for the farm and private ground.

Which truck are you buying?
Louisiana treats the two kinds of kei truck differently. Pick yours and this answers for it.
a truck 25 years or older imported for road use under the federal age exemptions
Road use with limitsTitle. Office of Motor Vehicles application under Policy 122.00 with a notarized English translation of any foreign ownership document.
Registration. Registered as an off road vehicle with an off road decal. La. R.S. 32:299.2(C)
- Highways posted 55 mph or less only. La. R.S. 32:299.2(A)
- Never an interstate, a controlled access highway or a multi-lane divided highway with partial or no control of access. La. R.S. 32:299.2(A)
- Equipment list in R.S. 32:299.2(B), a licensed driver and liability insurance at R.S. 32:900(B) limits.
I am buying a truck 25 years or older. What does Louisiana allow?
It is a mini truck under Louisiana law. Equipped, decaled and insured, it may drive highways posted 55 mph or less with a licensed driver.
a newer truck imported as off road equipment, governed to a top speed and carrying an EPA certified nonroad engine
Off highway vehicleWhere it can run
Farms and private land. Parish roads and municipal streets that a parish or municipality has designated and signed for utility terrain vehicles. Crossings of roads posted over 35 mph at an intersection, if the truck fits the utility terrain vehicle class.
Title. Office of Motor Vehicles title as an off road vehicle under Policy 82.00, on its certificate of origin and an itemized invoice.
Registration. Off road decal, unless the truck is used for farm purposes. To run a designated parish road or municipal street it must instead meet the utility terrain vehicle rules and register with OMV as an off road vehicle with a decal. La. R.S. 32:299.3(D)
- Utility terrain vehicle: any recreational motor vehicle designed for and capable of travel over designated roads, 50 to 74 inches wide and 700 to 3,500 pounds, including vehicles without a 49 CFR 567.4 certification label. La. R.S. 32:299.3(A)(1)
- Operator at least 21 years of age with a valid driver's license. La. R.S. 32:299.3(E)
- Equipment on any roadway: headlamps, front and rear turn signals, tail lamps, stop lamps, side and rear reflectors, mirrors, a parking brake, an adequate windshield, a wiper, a speedometer, an odometer, braking for each wheel, a seat belt at each seat and a VIN or serial number. La. R.S. 32:299.3(C)
- No passenger in the open bed on a parish road or municipal street. No more riders than seat belts. La. R.S. 32:299.3(G)
- Liability insurance at R.S. 32:900(B) limits on any highway. La. R.S. 32:299.3(F)
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
I am buying a newer truck governed to 25 mph. What does Louisiana allow?
It is titled as an off road vehicle and works the farm and private ground. Used for farm purposes it needs no off road decal.
Private land and the farm
On your own ground in Louisiana.
On private land
To confirmOn private land closed to the public the highway statutes do not apply, and an off road vehicle used for farm purposes needs no decal under OMV Policy 82.00.
The codepublic.powerdms.com, read 28 October 2026On the farm
Off road vehicles used for farm purposes and farm equipment are exempt from the off road decal under OMV Policy 82.00. A farm truck that drives a public highway still registers under R.S. 32:299.2 or, on a designated parish road, R.S. 32:299.3.

The rules in detail.
Where a newer off road truck or a UTV can run in Louisiana, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.
Statewide
A governed kei truck is a mini truck on the road in Louisiana only at 25 years or older, and the parish and municipal routes on this map are the utility terrain vehicle layer, which a governed truck reaches only by the section's numbers. A mini truck that is equipped, registered as an off road vehicle with an OMV decal and insured may drive any highway posted 55 mph or less, R.S. 32:299.2, so a 25 year truck needs none of the routes here. R.S. 32:299.3 bars a utility terrain vehicle from every public road except a parish road or municipal street that its government has designated and signed, and the vehicle must be a recreational motor vehicle built for travel over designated roads, 50 to 74 inches wide and 700 to 3,500 pounds, with or without a federal certification label. A kei truck of about 55 inches and 1,540 pounds fits those numbers, and whether the Office of Motor Vehicles registers one as that class, and whether a work truck counts as recreational, is not stated in any text found. HB 592 of 2026 would have opened parish roads to registered utility terrain vehicles with a licensed, insured operator. It passed the House and was still pending in a Senate committee when the session ended.

Engines and EPA
Why the engine decides which truck comes in.
The same three facts hold in Louisiana and every other state.
The 25 year truck
It comes in on age
A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.
40 CFR 85.1511(f)(2)eCFR, read 28 October 2026The newer truck
EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

The roadCan I drive it on the road?
A mini truck may drive Louisiana highways posted 55 mph or less once it is equipped, registered as an off road vehicle with an off road decal and insured. Interstates, controlled access highways and multi lane divided highways stay closed to it.
- May be operated upon a highway where the posted speed limit is 55 mph or less except an interstate or controlled access highway or a multi-lane divided highway which has partial or no control of access. La. R.S. 32:299.2(A)
- Must have head lamps, front and rear turn signal lamps, tail lamps, stop lamps, a driver side exterior mirror with either a passenger side exterior mirror or an interior mirror, a parking brake, a windshield wiper, a speedometer, an odometer, braking for each wheel, a seat belt at each designated seating position and a vehicle identification number. La. R.S. 32:299.2(B)
- Must register as an off road vehicle and display a decal issued by the Office of Motor Vehicles. La. R.S. 32:299.2(C)
- No unlicensed driver. La. R.S. 32:299.2(D)
- Liability insurance with the same minimum limits as R.S. 32:900(B). La. R.S. 32:299.2(E)
- The Department of Transportation and Development may bar mini trucks from a state highway. A parish or municipal government may bar them from its roads, for the safety of the motoring public. La. R.S. 32:299.2(H)
- The class: any four-wheeled, reduced dimension truck that may not have a National Highway Safety Administration classification, with a top speed of 65 mph, a truck bed or compartment for hauling and an enclosed passenger cab. La. R.S. 32:299.2(F)
La. R.S. 32:299.2 (Acts 2010, No. 563 and No. 761)
TitleHow do I title and register it?
Louisiana's Office of Motor Vehicles takes a mini truck's application with its ownership papers and issues an off road decal in place of a license plate.
The steps
- Fit the equipment listed in R.S. 32:299.2(B).
- Buy liability insurance at the R.S. 32:900(B) minimums.
- Complete the Vehicle Application (DPSMV 1799).
- Sign the purchaser statement that the truck carries the required equipment and that you know it may be driven only by a licensed driver on highways posted 55 mph or less, away from interstates, controlled access highways and divided highways without full access control.
- Present the papers at an Office of Motor Vehicles location and fix the off road decal to the truck.
The documents
- Vehicle Application (DPSMV 1799)
- Manufacturer's certificate of origin, with a notarized English translation submitted alongside the original when it is in a foreign language
- Where no certificate of origin exists, the Justice of the Peace court order process in OMV Section IV, Policy 3.0
- Itemized invoice showing make, year, model, body style and VIN, any trade in and the dealer's permit number where one applies
- Odometer disclosure statement
- UCC-1 financing statement or other security agreement if a lien is to be recorded
- Proof of liability insurance
- Purchaser statement on equipment and road limits

LandCan I use it on a farm or private land?
Louisiana titles vehicles built for off road use through the Office of Motor Vehicles and issues an off road decal. Off road vehicles used for farm purposes need no decal.
Class. Off road vehicle under OMV Policy 82.00: a vehicle manufactured for off road use that did not meet the safety requirements of R.S. 32:1301 to 1310 at manufacture. A utility terrain vehicle under R.S. 32:299.3 is a separate class with its own road rules.
Registration. OMV title and off road decal. Exempt from the decal: off road vehicles used for farm purposes, farm equipment and heavy construction equipment.
On the farm
Off road vehicles used for farm purposes and farm equipment are exempt from the off road decal under OMV Policy 82.00. A mini truck that drives public highways still registers under R.S. 32:299.2.
InspectionWhat inspection or insurance applies?
Safety. R.S. 32:299.2 sets an equipment list but no separate inspection for mini trucks. Whether the state motor vehicle inspection sticker applies to a mini truck on an off road decal is not addressed in the sources read.
Emissions. Not addressed for mini trucks in the sources read.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
Insurance. Any mini truck on a Louisiana highway must carry liability insurance with the same minimum limits as R.S. 32:900(B). Proof of it is part of the registration papers. The same rule applies to a utility terrain vehicle on a highway under R.S. 32:299.3(F).
NextWhat is coming?
HB 592 of the 2026 regular session would have opened parish roads and municipal streets statewide to registered utility terrain vehicles. It amends R.S. 32:299.3 rather than the mini truck section. Its record shows it pending in the Senate transportation committee when the session ended.

Questions
Asked about Louisiana.
Can I drive a mini truck on Louisiana roads?
Yes, on highways posted 55 mph or less. Interstates, controlled access highways and multi lane divided highways are closed to it. A parish, a town or the state transportation department may close particular roads for safety.
What equipment does it need?
Head lamps, front and rear turn signals, tail and stop lamps, a driver side mirror plus a passenger side or interior mirror, a parking brake, a windshield wiper, a speedometer, an odometer, brakes on every wheel, a seat belt at every seat and a vehicle identification number.
Does it get a license plate?
It registers as an off road vehicle and carries an off road decal issued by the Office of Motor Vehicles, along with liability insurance at the state minimums.
My ownership papers are in Japanese. Is that a problem?
No. The Office of Motor Vehicles asks for a notarized English translation submitted alongside the original document.
Upgrades
Upgrades in Louisiana.
Height and lift. No bumper, frame height, lift kit or suspension limit found (La. R.S. 32:301 to 387). Headlamps must sit 24 to 54 inches above level ground (32:303(C)). Overall height is capped at 13 feet 6 inches or 14 feet on the interstate system only (32:381(A)(1)).
Tires and fenders. Fenders or flaps at least as wide as the tires are required unless the body protects (La. R.S. 32:364(A)). Vehicles under 1,500 pounds unladen are exempt and kei truck curb weights sit near that line (32:364(B)). No tire size cap found.
Lights. At most two each of fog lamps at 12 to 30 inches, auxiliary passing lamps at 24 to 42 and auxiliary driving lamps at 16 to 42 (La. R.S. 32:317). No rule found letting a private plow truck flash amber (32:327).
Modification and inspection. A vehicle reconstructed or restored to operating condition without a salvage title needs an inspection and a title marked RECONSTRUCTED (La. R.S. 32:707). No rule found that a lifted or widened vehicle needs inspection or a new title (32:702 and 707).
