Mini trucks in Maine, built for the farm, the woodlot and the camp road

Read from Maine's own statutes and motor vehicle office.

Maine law treats every kei mini truck as an off-road vehicle, whether it is a truck 25 years or older brought in for road use or a newer truck imported as off road equipment and governed to 25 miles per hour. Neither one is registered or driven on public ways here. Both do their best work on farms, woodlots, camps and private land, and we will tell you plainly what that means before you buy.

Your lane

Which truck are you buying?

Maine treats the two kinds of kei truck differently. Pick yours and this answers for it.

A truck 25 years or older imported for road use is still an off-road vehicle in Maine, because the class turns on how it was originally built.

Closed to road use

Title. None. 29-A MRSA 652(17) exempts off-road vehicles from the title requirement.

Registration. None. 29-A MRSA 354 bars registering an off-road vehicle, and the BMV lists mini trucks as off-road vehicles whatever their age.

  • 29-A MRSA 101(47-A) looks at original manufacture, so the federal 25 year exemption does not change the class
  • The BMV table says an off-road vehicle cannot be used on a public way
What about a truck 25 years or older?

It comes into the country for road use, but Maine still classes it as an off-road vehicle because it was not built to federal standards. It is not registered or titled and it works on private land.

A newer truck imported as off road equipment, governed to 25 miles per hour with an EPA certified nonroad engine, is an off-road vehicle in Maine with no BMV registration or title.

Private land only

Where it can run

Private land, farms, woodlots and camps with the landowner's permission. Never on a public way. Under the ATV law written permission is needed for cropland, pastureland or orchards, and the BMV says an ATV may be used for farm purposes on a public way only under an occasional crossing permit.

Title. None. Off-road vehicles are exempt from Maine title under 29-A MRSA 652(17).

Registration. None from the BMV, which cannot register an off-road vehicle under 29-A MRSA 354. Inland Fisheries and Wildlife registers ATVs, which 12 MRSA 13001(3) defines as recreational vehicles originally designed by the manufacturer for cross-country travel, and the same definition leaves out anything that is a motor vehicle under 29-A MRSA 101(42). A work truck does not plainly fit, so no ATV registration is assumed. If IF&W did class one as an ATV, 12 MRSA 13155(1-A) needs no registration on land the operator owns or leases, and an ATV wider than 65 inches or heavier than 2,000 pounds is oversized and cannot be newly registered under 13155(5-B).

  • 12 MRSA 13157-A(12): no numeric limit, a reasonable and prudent speed for the existing conditions
  • 12 MRSA 13157-A(13): an operator under 18 may not operate an ATV without protective headgear
  • 12 MRSA 13157-A(16): front and rear lights, the headlight casting a white beam at least 100 feet and the taillight visible at least 100 feet
  • 12 MRSA 13157-A(25): an effective muffler no louder than 96 decibels measured at 20 inches, and a working spark arrester
  • These ATV rules bind a mini truck only if IF&W treats it as an ATV

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck governed to 25 miles per hour?

It is off road equipment from the day it lands. Maine does not register or title it, and it runs on private land with the owner's permission. Trail use would depend on Inland Fisheries and Wildlife accepting it as an ATV, which we do not assume.

Private land and the farm

On your own ground in Maine.

On private land

A kei truck in Maine is an off-road vehicle that cannot be registered or titled, and it works on land its owner owns or leases or on another's land with permission, never on a public way.

The code, section by section
  • 29-A M.R.S. 101(47-A): an off-road vehicle is a motor vehicle that, because of its design, configuration, original manufacture or original intended use, does not meet Maine inspection standards, the FMVSS, EPA pollutant requirements or NHTSA crash standards.
  • 29-A M.R.S. 354: off-road vehicles may not be registered under Title 29-A.
  • The BMV names mini trucks among off-road vehicles and says an off-road vehicle cannot be used on a public way.
  • 12 M.R.S. 13157-A(1-A): the ATV law's rule of permission on another's land, and written permission for cropland, pastureland and orchards, binds an ATV. A kei truck is not one, so ordinary trespass law governs it.
The codemaine.gov, read 28 October 2026

On the farm

No farm rule puts a kei truck on a Maine road. The special registration permit of 29-A 501(8), which lets an ATV travel a road for farm purposes between farm lots, is a Title 29-A registration that 354 forbids for an off-road vehicle.

Buying from out of state

What Maine says about a seller from elsewhere.

If you buy from a seller in another state, Maine's rule below says what applies.

Maine's rule, as read

"A dealer licensed by any other jurisdiction who sells vehicles only to licensed dealers in this State is exempt". A retail sale to a Maine consumer is outside that exemption, and a dealer must have an established place of business in Maine, 851.

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Maine, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck is not an ATV in Maine, so it cannot use the town ways opened as ATV access routes. 12 M.R.S. 13001(3) makes an ATV a motor-driven, off-road, recreational vehicle originally designed by the manufacturer for cross-country travel and leaves out any motor vehicle under 29-A M.R.S. 101(42). A kei truck was designed by its maker as a road truck for Japan, and the off-road vehicle class the BMV puts mini trucks in, 29-A 101(47-A), is itself a class of motor vehicle. Size is not the bar. The truck is about 1,400 mm or 55 inches wide and weighs about 700 kg or 1,540 pounds, under the 65 inch and 2,000 pound line that makes an ATV oversized under 13155(5-B). Many town acts go further and copy an older definition that leaves out any truck under 29-A 101(88), a motor vehicle designed and used primarily to carry property, as Skowhegan's ordinance and Wilton's policy do. On private land the truck needs nothing from the BMV or Inland Fisheries and Wildlife. It is an off-road vehicle that 29-A 354 bars from registration and 652(17) exempts from title, and it never goes on a public way. There is no farm road for it either. The special permit of 29-A 501(8) that lets a farm ATV, a golf cart or a mower travel a road between farm lots is a Title 29-A registration, which 354 forbids for an off-road vehicle. A 25 year kei truck is the same off-road vehicle on Maine roads, because 101(47-A) looks at how it was originally built, so age changes nothing.

Androscoggin County To confirm

In Androscoggin County no ATV access route was found in this pass, and none would change the answer for a kei truck, which Maine does not count as an ATV, so the truck works farms and private land and stays off every public way.

Aroostook County To confirm

Aroostook towns from Fort Kent to Houlton have opened short ATV access routes by press reports while Caribou has not, but a kei truck is not an ATV in Maine, so it works private land and stays off every public way.

In town Some

  • Closed Caribou. No city road was found designated an ATV access route. A club request of 23 June 2026 for parts of Belanger, Albair, Brissette and Townline roads and for a crossing of US 1 at Belanger Road was before the council on 21 September 2026, with city staff against it and a MaineDOT reviewer doubtful of the crossing. The council's decision was not read. City Council meeting packet, 21 September 2026, item 10a, read 28 October 2026
  • Some Limestone. A town ATV ordinance passed on 6 November 2024 governs riding on town roads. MaineDOT refused the state and state aid roads, Main Street, Grand Falls Road, Access Highway, Van Buren Road, Fort Fairfield Road, Albert Road, Murphy Road and Noyes Road, where only the 500 yard rule applies. The ordinance text was not found. Town ATV ordinance, adopted 6 November 2024, as reported, read 28 October 2026
  • Some Fort Fairfield. About 0.9 mile of Forest Avenue was approved as an ATV access route on 21 March 2018. Side street access approved in 2012 minutes was under review in 2022 and no result was found. Town Council vote of 21 March 2018, as reported, read 28 October 2026
  • Some Houlton. A 2012 ordinance opened designated town roads to ATVs at no more than 10 mph and only to reach a trail, with downtown streets left out. Later amendments were reported and not read. Town ordinance of 2012, as reported, read 28 October 2026
  • Some Presque Isle. A council approved route linking Mechanic and Parsons streets to downtown was reported, with no date given. City Council vote, as reported, read 28 October 2026

Franklin County To confirm

Franklin County towns have opened short ATV access routes to the trails, Jay by a 2025 vote that waits on MaineDOT and Wilton until it rescinded its policy in January 2026, but Wilton's own policy left trucks out and a kei truck is not an ATV in Maine, so it works private land and stays off every public way.

In town To confirm

  • To confirm Jay. On 28 July 2025 the select board voted 5 to 0 to approve an ATV access route on Riley Road and Phipps Canada Road pending MaineDOT approval, the club moving signs from the town's current access route. MaineDOT's decision was not found and the current route is not named in the minutes. Select board minutes, 28 July 2025, read 28 October 2026
  • To confirm Wilton. The ATV Access Route Policy of 5 April 2022 named Depot Street from the Whistle Stop trailhead to Main Street, Main Street to the downtown memorial with the boat landing by Canal Street, Temple Road from the Temple line to Main Street in East Wilton and Main Street in East Wilton to the trailhead, sunrise to sunset while the trail was open. The select board rescinded the policy on 6 January 2026 on legal advice that a policy could not be enforced. A 2025 town meeting article put route decisions with the voters, and a draft ordinance was before the board in September 2026. Whether the old routes stay open is reported and not settled by any act read. Access Route Policy approved 5 April 2022, rescinded by select board vote 6 January 2026, read 28 October 2026

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Maine and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Maine, the five answers

Land, title, road, inspection and what is next.

LandCan I use it on a farm or private land?

A mini truck is at home on Maine farms, woodlots, camps and private land, where it works without a road registration.

Class. Off-road vehicle under 29-A MRSA 101(47-A). ATV registration with Inland Fisheries and Wildlife covers vehicles originally designed by the manufacturer for cross-country travel, and a mini truck does not plainly fit that definition.

Registration. None from the BMV. ATV law at 12 MRSA 13155 needs no registration for an ATV used only on land the operator owns or leases. Whether IF&W will register a particular mini truck as an ATV for trail use is the department's call.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

On the farm

The BMV says an ATV can be used for farm purposes on a public way only under an occasional crossing permit. No farm rule puts a mini truck on the road.

TitleHow do I title and register it?

Maine does not title or register a mini truck for the road, and its title law exempts off-road vehicles from the title requirement.

The steps

  1. Keep the bill of sale and the import entry papers as the ownership record
  2. For use on trails, check with Inland Fisheries and Wildlife whether the vehicle fits its ATV definition before you buy
  3. Ask the BMV Registration Section if a given vehicle's class is in doubt

The documents

  • Bill of sale
  • Import entry papers and the export certificate from Japan
  • Proof of identity of the vehicle, the chassis number

Maine Bureau of Motor Vehicles, Registration Section, 207 624 9000 extension 52149

The roadCan I drive it on the road?

Maine classes a mini truck as an off-road vehicle, and an off-road vehicle cannot be registered or used on a public way.

  • 29-A MRSA 101(47-A) makes any motor vehicle that, by its design, configuration, original manufacture or original intended use, does not meet Maine inspection standards, the Federal Motor Vehicle Safety Standards, EPA pollutant requirements or NHTSA crash testing standards an off-road vehicle
  • 29-A MRSA 354 says off-road vehicles may not be registered under Title 29-A
  • The BMV's own table names Mini Trucks among common off-road vehicles and says an off-road vehicle cannot be used on a public way
  • The test is the original manufacture, so a truck old enough to import under the federal 25 year rule is still an off-road vehicle in Maine

29-A MRSA 101(47-A) and 354, as amended by PL 2021 c. 216

InspectionWhat inspection or insurance applies?

Safety. The BMV says an off-road vehicle cannot meet Maine inspection standards because of its design and configuration, so there is no inspection path.

Emissions. None applies to a vehicle that cannot be registered.

Insurance. Maine's road insurance rules follow registration, and a mini truck is not registered. Farm, property or liability cover for use on your own land is a question for your insurer.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

NextWhat is coming?

No 2025 or 2026 bill on mini trucks or imported vehicles was found in the 132nd Legislature. The last two attempts, LD 63 on imported vehicles 25 years and older and LD 875 on mini trucks, both ended in 2024 without becoming law.

LD 63 ended 28 February 2024 ought not to pass. LD 875 ended 21 March 2024 leave to withdraw.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

Questions

Asked about Maine.

Can I register a mini truck for the road in Maine?

No. Maine defines a vehicle not originally built to federal safety and emissions standards as an off-road vehicle, and state law says off-road vehicles may not be registered. The BMV lists mini trucks by name as off-road vehicles.

What about a truck 25 years or older?

It comes into the country for road use, but Maine still classes it as an off-road vehicle because it was not built to federal standards. It is not registered or titled and it works on private land.

What about a newer truck governed to 25 miles per hour?

It is off road equipment from the day it lands. Maine does not register or title it, and it runs on private land with the owner's permission. Trail use would depend on Inland Fisheries and Wildlife accepting it as an ATV, which we do not assume.

Where can I use one?

On your farm, your woodlot, your camp and other private land with the owner's permission. It cannot be driven on a public way.

Does it need a title?

Maine's title law exempts off-road vehicles, so keep the bill of sale and the import papers together as your ownership record.

Can I ride it on ATV trails?

Trail registration in Maine runs through Inland Fisheries and Wildlife and covers vehicles that fit the state's ATV definition. Ask the department about the exact vehicle before you count on trail use.
