On your own land

The three statutes govern highways and streams. They do not reach private land, where Missouri sets no registration for a utility vehicle or a recreational off-highway vehicle, and the Department of Revenue titles and registers only ATVs.

On the farm

RSMo 304.013(1)(2), 304.032(1)(2) and 304.033(1)(2) let an ATV, a utility vehicle and a recreational off-highway vehicle use a highway for agricultural purposes or industrial on-premises purposes. An ATV and a utility vehicle do so between sunrise and sunset, and a utility vehicle may also run at night with proper lighting. The driver needs a valid licence and a utility vehicle stays under 45 mph, 304.032(3). Whether a kei truck counts as one of those vehicles is the open question.

A 25 year truck on the road

Open to road use. Missouri law writes a title class, the Non-USA-Std motor vehicle, for a vehicle not originally made to US safety or emissions standards. The Department of Revenue titles and registers an import declared under Box 1 of Form HS-7, the federal 25 year lane, after a Highway Patrol examination.

A newer governed truck

Unclear. Turns on the HS-7 box the importer declares. Missouri refuses Boxes 4, 5, 6, 7, 10, 11, 12 and 13. NHTSA has called Box 8 the declaration for a vehicle not manufactured primarily for use on the public roads, and Missouri's page neither refuses Box 8 nor lists papers for it.

In town Some

  • Some Linn. Aldermen passed Bill 2022-016 in August 2022 to allow ATVs and UTVs on city streets posted 35 mph or less, sunrise to sundown, with a city licence and an Osage County permit. The newspaper called the measure temporary, and the current code was not read. Linn Bill #2022-016, August 2022, from a news report only, read 28 October 2026

County roads Open

County roads of Osage County, by a permit the sheriff issues for each ATV or UTV, to a person over eighteen with a valid licence. The resolution covers ATVs and UTVs and names no recreational off-highway vehicle. It lists no roads and caps speed at 30 mph. Permits run by calendar year. Osage County Resolution No. 12-2018, by order of the County Commission, current ATV and UTV ordinance PDF on the sheriff's permits page, read 28 October 2026

How to import a mini truck, step by step.

A newer off road truck never lands in California. It comes in through Tacoma or by way of Houston.

Trucks travel in containers, one to a 20 foot box with room for parts or three to a 40 foot box.

Road miles are an estimate, the straight line times 1.2.

Importing a kei truck

The essentials, in short.

A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
