Missouri titles 25 year imports through the same door as any other import

Read from Missouri's own statutes and motor vehicle office.

Missouri has no law written for kei trucks, but it has a title class for vehicles not built to US standards. A truck 25 years or older imported for road use under Box 1 of Form HS-7 is examined by the Highway Patrol, titled with a Non-USA-Std brand and registered like any other import. A newer truck imported as off road equipment and governed to 25 mph works farms and private land.

Which truck are you buying?

Missouri treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Open to road use

Title. Missouri title through a license office on CBP Form 7501 and Form HS-7 Box 1, branded Non-USA-Std Motor Vehicle, after a Highway Patrol examination on Form 551.

Registration. Ordinary registration with plates.

  • HS-7 Box 1 is among the boxes Missouri titles. Boxes 4, 5, 6, 7, 10, 11, 12 and 13 are refused.
  • A Highway Patrol examination on Form 551 before the first Missouri title. RSMo 301.190 and 12 CSR 10-23.260
  • A safety inspection is required at titling where the VIN does not conform. It recurs every two years for a vehicle more than 10 years past its model year.
  • No road type or speed limit is written for kei trucks.
I am buying a truck 25 years or older. What does Missouri allow?

The Highway Patrol examines it, Missouri titles it on its Box 1 import papers with a Non-USA-Std brand and it is registered for the road. Missouri sets no separate road limit for it.

a newer truck imported as off road equipment, governed to a top speed and carrying an EPA certified nonroad engine

Unclear

Where it can run

Farms and private land.

Title. Turns on the HS-7 box the importer declares. Missouri refuses Boxes 4, 5, 6, 7, 10, 11, 12 and 13. NHTSA has called Box 8 the declaration for a vehicle not manufactured primarily for use on the public roads, and Missouri's page neither refuses Box 8 nor lists papers for it.

Registration. None settled. The utility vehicle class covers vehicles manufactured exclusively for off-highway use, which a kei truck was not.

  • Utility vehicles may use highways only for government use, for agricultural or industrial on-premises purposes between sunrise and sunset unless lit, under a city or county special permit or a municipal ordinance. RSMo 304.032(1)
  • A licensed driver, under 45 mph. RSMo 304.032(3)
  • Within a stream or river only on the operator's own land, for agricultural purposes on land the operator may use or at customary fords. RSMo 304.032(2)
  • No passenger except for agricultural purposes unless the seat is designed for more than one. RSMo 304.032(5)

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

I am buying a newer truck governed to 25 mph. What does Missouri allow?

It works farms and private land. Missouri refuses title and registration for several HS-7 import boxes. Its utility vehicle class is written for machines built only for off highway use.

Private land and the farm

On your own ground in Missouri.

On private land

The three statutes govern highways and streams. They do not reach private land, where Missouri sets no registration for a utility vehicle or a recreational off-highway vehicle, and the Department of Revenue titles and registers only ATVs.

The codedor.mo.gov, read 28 October 2026

On the farm

RSMo 304.013(1)(2), 304.032(1)(2) and 304.033(1)(2) let an ATV, a utility vehicle and a recreational off-highway vehicle use a highway for agricultural purposes or industrial on-premises purposes. An ATV and a utility vehicle do so between sunrise and sunset, and a utility vehicle may also run at night with proper lighting. The driver needs a valid licence and a utility vehicle stays under 45 mph, 304.032(3). Whether a kei truck counts as one of those vehicles is the open question.

The coderevisor.mo.gov, read 28 October 2026

Who decides here

The office and the rule.

This is the office that titles and registers a kei truck in Missouri, and the text it works from.

The deciding office

Missouri Department of Revenue, Motor Vehicle Bureau

RSMo 301.010(43): "'Non-USA-std motor vehicle', a motor vehicle not originally manufactured in compliance with United States emissions or safety standards". 12 CSR 10-23.260(1): "In order for a certificate of title to be issued, the department requires any motor vehicle imported by a registered Missouri motor vehicle dealer, or an individual, which vehicle is not manufactured for importation into the United States, to be inspected by a member of the Missouri State Highway Patrol." Department of Revenue, of Boxes 4 to 7 and 10 to 13: "a vehicle that is declared under Box 4 ... is not eligible for title or registration in Missouri."

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Missouri, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A governed kei truck as it arrives is not settled as an ATV, a utility vehicle or a recreational off-highway vehicle in Missouri, so the county and town routes on this map are not clearly open to it. RSMo 301.010 defines all three as a motorized vehicle manufactured and used exclusively for off-highway use. By its numbers a kei truck, about 1,400 mm or 55 inches wide and about 700 kg or 1,540 pounds dry, is too wide for an ATV, which is 50 inches or less, and has no straddled seat. It does fit the width and weight window of the other two, more than 50 and no more than 80 inches and 3,500 pounds or less. The recreational class also asks for four or more nonhighway tires, which a road tire is not, and the utility class asks for use primarily for landscaping, lawn care or maintenance. A truck built for the road in Japan was not manufactured exclusively for off-highway use, and no Missouri statute, Highway Patrol guide or Department of Revenue page naming a kei truck was found. Cass County's own definitions repeat the words manufactured and used exclusively for off-highway use, and Osage Beach's utility vehicle is 50 to 67 inches wide and 2,000 pounds or less, which a kei truck meets in numbers only. Camden County's ordinance defines a UTV as a vehicle designed for off-highway use with four or more wheels and a steering wheel, manufactured primarily for utility or recreational purposes and not otherwise licensed for highway use, and its permit office is the one to ask whether it accepts a governed kei truck. On a farm Missouri reaches further. RSMo 304.013(1)(2), 304.032(1)(2) and 304.033(1)(2) let an ATV, a utility vehicle and a recreational off-highway vehicle use a highway for agricultural purposes or industrial on-premises purposes, an ATV and a utility vehicle between sunrise and sunset, which reaches a kei truck only if it counts as one of those classes. A recreational off-highway vehicle may also use any highway within three miles of its operator's primary residence, but never inside a city that has not allowed it, 304.033(1)(3). Beyond that the roads open one county and one city at a time, by a county special permit for county roads under 304.013(1)(5), 304.032(1)(5) and 304.033(1)(6) or by a city ordinance under 304.013(1)(6) and 304.032(1)(6), and the acts read keep ATVs and utility vehicles off state highways, apart from the crossings Osage Beach and Dexter allow and the one state highway posted 25 mph that Warsaw allows. A 25 year truck sits on the other side of the line. Missouri titles it as a Non-USA-Std motor vehicle under RSMo 301.010(43) and 301.190 after a Highway Patrol examination, which makes it a road vehicle that uses the roads outright and never one of these classes.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Missouri and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Missouri, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

Missouri law writes a title class, the Non-USA-Std motor vehicle, for a vehicle not originally made to US safety or emissions standards. The Department of Revenue titles and registers an import declared under Box 1 of Form HS-7, the federal 25 year lane, after a Highway Patrol examination.

  • "Non-USA-std motor vehicle" means a motor vehicle not originally manufactured in compliance with United States emissions or safety standards. RSMo 301.010(43)
  • An original Missouri title for a non-USA-std motor vehicle needs a vehicle examination certificate from the Missouri State Highway Patrol, and the title carries the words Non-USA-Std Motor Vehicle. RSMo 301.190
  • A vehicle not manufactured for importation into the United States is inspected by the Highway Patrol, which completes Form 551 before a title issues. 12 CSR 10-23.260, effective 29 February 2024
  • A vehicle declared under Box 4, 5, 6, 7, 10, 11, 12 or 13 of Form HS-7 is not eligible for title or registration in Missouri. Box 1 is among the boxes the Department lists papers for. Department of Revenue, imported vehicles
  • No road type or speed limit is written for kei trucks. Missouri's utility vehicle highway limits in RSMo 304.032 cover vehicles manufactured and used exclusively for off-highway use.

TitleHow do I title and register it?

Missouri titles imports through a license office within 30 days of purchase, on the federal entry papers and a Highway Patrol examination. A kei truck's title is branded Non-USA-Std Motor Vehicle.

The steps

  1. Gather the title, manufacturer's statement of origin or proof of ownership under the laws of the other country.
  2. Bring the signed CBP Form 7501 and the Form HS-7 declared under Box 1.
  3. Have the Missouri State Highway Patrol examine the truck and complete the Vehicle Examination Certificate, Form 551, which a non-USA-std vehicle needs for its first Missouri title.
  4. Complete the identification number and odometer inspection required for any vehicle previously titled in another state or country. Add the safety inspection required where the VIN does not conform to US standards.
  5. Apply at a license office with Form 108, proof of insurance and the county statement of personal property tax non-assessment.

The documents

  • Title, manufacturer's statement of origin or proof of ownership under the laws of the other country
  • Application for Missouri Title and License (Form 108)
  • CBP Form 7501
  • Form HS-7, with the added papers the declared box calls for
  • Vehicle Examination Certificate (Form 551) where the VIN is not a conforming 17 digit VIN
  • Identification number and odometer inspection, plus a safety inspection where the VIN is non-conforming
  • Odometer Disclosure Statement (Form 3019) where it applies
  • Current insurance identification card
  • Statement of non-assessment from the county collector

LandCan I use it on a farm or private land?

Missouri's utility vehicle and recreational off-highway vehicle classes cover machines manufactured exclusively for off-highway use. Missouri's page neither refuses nor lists papers for HS-7 Box 8, which NHTSA has called the declaration for a vehicle not manufactured primarily for use on the public roads.

Class. Utility vehicle: manufactured and used exclusively for off-highway use, more than 50 and no more than 80 inches wide, 3,500 pounds or less unladen dry, on four or six wheels, used primarily for landscaping, lawn care or maintenance. RSMo 301.010(71)

Registration. None settled for a kei truck. Missouri's title and registration path for imports runs through the declared HS-7 box.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

On the farm

Missouri lets utility vehicles onto highways for agricultural purposes between sunrise and sunset unless properly lit, at less than 45 mph with a licensed driver. That allowance covers the utility vehicle class, which a road built kei truck does not fit.

InspectionWhat inspection or insurance applies?

Safety. Missouri requires a biennial safety inspection for registered vehicles, except vehicles under 10 years past their model year with less than 150,000 miles and historic vehicles registered under section 301.131. RSMo 307.350

Emissions. Emissions inspections apply in the St. Louis area. The emissions statute was not read for this file.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

Insurance. A current insurance identification card or other proof of financial responsibility is part of every Missouri title and registration application.

NextWhat is coming?

A House version of SB 1408 carried an end to most vehicle safety inspections. The truly agreed bill changed only highway speed limits, raising rural interstates and freeways to 75 mph, so Missouri's inspection rules stand.

2026 session, passed without the inspection change

Questions

Asked about Missouri.

Does Missouri have a kei truck law?

Not by name. Missouri law has a title class for any vehicle not originally built to US safety or emissions standards, and kei trucks follow it like any other import.

What papers does the license office want?

Proof of ownership from the country of origin, Form 108, CBP Form 7501, the Form HS-7, an identification number and odometer inspection, proof of insurance and a personal property tax statement. A truck without a standard 17 digit VIN also needs a Form 551 examination and a safety inspection.

Does it need an inspection?

Missouri inspects registered vehicles every two years once they are more than 10 years past their model year. A 2026 bill to end most inspections passed without that change.

Upgrades

Upgrades in Missouri.

Height and lift. Bumpers may not exceed 22 inches front and rear on a vehicle that is not a commercial motor vehicle. A commercial motor vehicle of 4,500 pounds and under gets 24 front and 26 rear (RSMo 307.172(2)). Which a private pickup takes is not settled.

Tires and fenders. Mud flaps are required only on a commercial motor vehicle registered over 24,000 pounds (RSMo 307.015(1)). No statute read requires fenders on a light truck, caps tire diameter or width, bars trimming, sets a tread depth or addresses wheel spacers (307.015, 307.170 and 307.172).

Lights. At most three auxiliary lamps at 12 to 42 inches and one spotlamp (RSMo 307.080(1) and 307.090(1)). Headlamps plus auxiliary lamps are limited to four lit at once (307.105(1)). A private plow truck is not named for amber lights (307.175).

Modification and inspection. Adding or substituting two or more major parts makes a vehicle reconstructed (RSMo 301.010(48)). An imported kei truck would be a non-USA-std vehicle, not built to United States emissions or safety standards (301.010(43)). Titling either needs a Highway Patrol or other agency examination certificate (301.190).

From the upgrades chapter of Mini Truck Roadbook, the 2026 to 2027 edition, with the statute after each rule.
