Can I own one here
Owning one in Merrimack County.
On your own land
On land its owner owns or leases a kei truck needs no OHRV registration, and a truck used only for work is not an OHRV.
A 25 year truck on the road
Road use unclear, to confirm. New Hampshire law does not name kei trucks. Its title rule for a used vehicle bought abroad asks for import papers such as the HS-7, and neither statute nor rule says how a 25 year exemption is read, so the DMV's Title Bureau decides truck by truck.
A newer governed truck
Utility terrain vehicle. New Hampshire does not title OHRVs.
Roads and towns
Roads and towns in Merrimack County.
Some routes. Merrimack County carries OHRVs on a statutory connector along Route 114 in Henniker and on town road sections in Henniker and Hopkinton by town acts that were not read, so a governed kei truck registered with Fish and Game as an OHRV can use the connector in season and should check each town road.
This rests on New Hampshire law. No Merrimack County ordinance or resolution was read.
In town Some
- Some Henniker. Town Ordinance Chapter 120, Article V, Operation of Off Highway Road Vehicles, lists permitted travel routes on town roads. On 19 August 2025 the select board held a hearing under RSA 215-A:6 IX on OHRV use of Dodge Hill Road, Hemlock Corner Loop and Colleague Pond Road. The Bureau of Trails says the class V connecting roads close 3 November. The chapter itself was not read because the town's site refused the request. Chapter 120, Article V, named in select board minutes of 5 August 2025, read 28 October 2026
- Some Hopkinton. The Bureau of Trails names road sections on Bound Tree Road and Pine Street that close 4 November, and the town noticed a hearing for 26 May 2026 to raise the OHRV speed on Pine Street in Section 5.04 of its ordinance from 10 to 25 mph. The ordinance was not read. Town OHRV ordinance, Section 5.04, as noticed, read 28 October 2026
County roads Closed
New Hampshire counties keep no public roads. Every local road, class IV to VI, belongs to a town, which opens it under RSA 215-A:6 IX. RSA 215-A:6 IX, read 28 October 2026
State highways Segments open
- The trail connector along and across Route 114 in Henniker at the southwest end of Mink Hill Road, May through November, for as long as Henniker and the private land south of Route 114 stay open to public OHRV use. RSA 215-A:10 IV(d), read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
