Mini trucks in New York, working the farm and the back forty
Read from New York's own statutes and motor vehicle office.
New York does not title or register Kei-class vehicles for the road, so a truck 25 years or older imported for road use and a newer truck imported as off road equipment and governed to 25 miles per hour both stay off public highways here. Both earn their keep on farms, orchards, vineyards, camps and private land. We will tell you exactly where each one can go before you buy.
Your lane
Which truck are you buying?
New York treats the two kinds of kei truck differently. Pick yours and this answers for it.
A truck 25 years or older imported for road use is a Kei-class vehicle the New York DMV will not title or register without proof of full federal compliance.
Closed to road useTitle. Not titled without proof the truck was brought into compliance with all applicable FMVSS and EPA requirements.
Registration. Refused on the same terms under DMV guidance and VTL 400-a.
- The DMV can require New York safety and emissions standards even for a vehicle exempt from the federal ones
What about a truck 25 years or older?
It helps with importing the truck, not with registering it here. The DMV asks for proof of full federal safety and emissions compliance, which a kei truck does not have, so it is a private land truck in New York.
A newer truck imported as off road equipment, governed to 25 miles per hour with an EPA certified nonroad engine, has no registration class in New York and is a private land truck.
Private land onlyWhere it can run
Farms, orchards, vineyards, camps and private land with the owner's permission. Not on public highways.
Title. None. The DMV does not title Kei-class vehicles without federal compliance proof.
Registration. None. VTL 2281(1)(a) defines an ATV as a vehicle manufactured for sale for operation primarily on off-highway trails or competitions, no wider than 70 inches and no heavier than 1,000 pounds dry. A kei truck is built as a work truck and typically weighs more, so ATV registration does not reach it. VTL 2281(1)(b) also leaves a vehicle used for agricultural purposes out of the ATV class.
- No New York statute read sets speed, equipment or operator age rules for an off road truck that is not an ATV
- The ATV operating rules do not reach it because it falls outside the ATV definition
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck governed to 25 miles per hour?
It is off road equipment. New York's ATV class covers trail machines no heavier than 1,000 pounds dry, so this truck falls outside it and there is no off road registration to get. Use it on farms and private land with the owner's permission.
Private land and the farm
On your own ground in New York.
On private land
On private land closed to public traffic a kei truck needs no registration, because VTL 401(1)(a) requires registration only on public highways and the rules of the road in Title VII reach only highways, private roads open to public motor vehicle traffic and parking lots, VTL 1100(a).
The code, section by section
- VTL 401(1)(a): no motor vehicle may be operated or driven upon the public highways without first being registered.
- VTL 1100(a): Title VII applies on public highways, private roads open to public motor vehicle traffic and any other parking lot.
- VTL 2282(1): no ATV may be operated anywhere within the state unless registered. The DMV's ATV page lists no private land exception, only agricultural or not for hire snow removal use on private property, an out of state registration and special events. A kei truck is not an ATV, so this does not reach it and it cannot get ATV registration.
- VTL 2407: an ATV needs liability insurance everywhere except on its owner's land. That rule is for ATVs. For a kei truck on private land, cover is a question for the owner's insurer.
- VTL 2403(3): an ATV may not be ridden on another's private property without the owner's or lessee's consent, and 2403(3-a) adds a fine for riding posted farm land.
- New York City Administrative Code 19-196: in the five boroughs an ATV may run only on property other than a street or park, with the owner's or lessee's written or posted consent.
On the farm
To confirmNew York gives farm vehicles three exits from the registration rules, and none names a kei truck. Whether a farm kei truck fits one is not settled and is a question for the DMV before anyone drives one on a road.
No DMV page applying VTL 125 or 401(13) to a kei truck by name was found. Federal import terms for a truck brought in as off road equipment still apply.
The code, section by section
- VTL 2281(1)(b): a vehicle used for agricultural purposes or not for hire snowplowing is not an ATV, but it must register as an ATV if it is used for anything else.
- VTL 125: for registration and licensing, motor vehicles exclude farm type tractors and all terrain type vehicles used exclusively for agricultural purposes as well as farm equipment including self-propelled machines used exclusively in growing, harvesting or handling farm produce. Whether a kei truck used only on the farm is an all terrain type vehicle or such a machine is not answered anywhere read.
- VTL 401(13): a farm registration, the one dollar farm plate, lets a vehicle not built mainly to carry passengers use public highways by the most direct route up to 25 miles from a designated farm point, between parts of one farm, to a landfill, a repair shop or from its point of sale. It is a registration, so the DMV's refusal of Kei-class vehicles likely reaches it, and no ruling either way was found.
- VTL 2403(3-a): riding an ATV on posted farm land without consent is a traffic infraction with fines that rise on repeat.
Buying from out of state
What New York says about a seller from elsewhere.
If you buy from a seller in another state, New York's rule below says what applies.
New York's rule, as read
The out of state carve out, VTL 415(3)(b), as summarised by the fetch tool, protects a dealer outside the state selling new motor vehicles to New York dealers. It does not reach retail sales to New York consumers. A dealer must have a place of business within the section's meaning, 415(9)(f).
New York State Department of Motor Vehicles, Division of Vehicle Safety, Dealer Registrationdmv.ny.gov, read 28 October 2026The public record as read on 28 October 2026, not legal advice.
County by county
The rules in detail.
Where a newer off road truck or a UTV can run in New York, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.
Statewide
A governed kei truck is not an ATV in New York, so it cannot use any of the ATV roads on these pages. Vehicle and Traffic Law 2281(1)(a) makes an ATV a vehicle manufactured for sale for operation primarily on off-highway trails or competitions and only incidentally on public highways, no more than 70 inches wide and no more than 1,000 pounds dry. A kei truck about 1,400 mm wide is about 55 inches and passes the width test, but at 700 kg or more it weighs at least 1,540 pounds and fails the weight test, and it was built as a road truck for Japan rather than for trails. Every route here rests on VTL 2405, which opens a highway to ATVs and nothing else, and the DMV registers as an ATV only a machine inside that definition, so a kei truck can take neither a road route nor an ATV crossing. The DMV also refuses to title or register any Kei-class vehicle for the road without proof of full federal compliance, so there is no road plate either. Two county trail systems leave a narrow door. Lewis County by Local Law 4 of 2026 and St. Lawrence County by Local Law 1 of 2021 admit to their off-road trails an off highway vehicle that cannot be registered in New York if it is no wider than 70 inches and no heavier than 2,500 pounds in Lewis or 2,000 pounds in St. Lawrence, with a county trail permit and liability insurance but never onto a road. Whether a kei truck counts as such an off-road vehicle is each county's call. Kortright and Stamford in Delaware County open their town roads to UTVs and say a machine that cannot be registered must still be insured, but both still define the vehicle as an ATV or UTV, which a kei truck is not by design. Off the public road the answer is plain. VTL 401(1)(a) asks for registration only on public highways, so an unregistered kei truck may work a farm or private land that is closed to public traffic with the owner's consent.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Land, title, road, inspection and what is next.
LandCan I use it on a farm or private land?
A mini truck earns its keep in New York on farms, orchards, vineyards, sugarbushes, camps and private land.
Class. None that fits cleanly. VTL 2281 defines an ATV as a vehicle manufactured for off-highway trails no wider than 70 inches and no heavier than 1,000 pounds dry, and a mini truck is built as a road truck and usually weighs more.
Registration. No DMV registration path was found for a Kei-class vehicle used only on private land. ATV registration does not appear to reach it because of the ATV definition.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
On the farm
VTL 2281 leaves out of the ATV class a vehicle used for agricultural purposes or for snowplowing other than for hire. No farm rule was found that puts a Kei-class vehicle on a public highway.

TitleHow do I title and register it?
New York does not title a Kei-class vehicle without proof of federal compliance, so a mini truck here is owned on its bill of sale and import papers and used off the road.
The steps
- Keep the bill of sale, the Japanese export certificate and the US Customs entry papers together as the ownership record
- Plan the truck for private land, farm or estate use
- If you ever move it to a state that titles Kei vehicles, the customs documents and an English translation of the Japanese papers are what that state will ask for
The documents
- Bill of sale
- US Customs and Border Protection entry document, such as CBP Form 7501
- Japanese export certificate with a certified English translation
- The chassis number

The roadCan I drive it on the road?
The New York DMV will not title or register a Kei-class vehicle for the road unless it has been brought into full compliance with federal safety and emissions standards.
- The DMV's imported vehicle page says it will not register or title any Kei-class vehicle unless the applicant proves the vehicle has been brought into compliance with all applicable FMVSS and EPA emission requirements in effect when it was built, by the original manufacturer
- VTL 400-a lets the commissioner refuse to register a vehicle or class of vehicles for public highway use when its characteristics make it unsafe for highway operation
- The DMV can require New York safety and emissions standards even where a vehicle meets or is exempt from the federal standards, so a truck imported under the federal 25 year rule is not cleared by its age
NY Vehicle and Traffic Law 400-a, applied in DMV guidance on imported vehicles
InspectionWhat inspection or insurance applies?
Safety. New York's annual safety inspection follows registration, which a Kei-class vehicle cannot get without proof of federal compliance.
Emissions. Same as safety. The DMV may require New York emissions standards even for a vehicle exempt from federal ones.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
Insurance. New York's road insurance requirement follows registration. Cover for farm or private land use is a question for your insurer.

NextWhat is coming?
No 2025 or 2026 bill on Kei vehicles or mini trucks was found in the New York Senate or Assembly.

Questions
Asked about New York.
Can I register a mini truck for the road in New York?
Not as it comes from Japan. The DMV says it will not register or title any Kei-class vehicle unless it has been brought into compliance with every applicable federal safety and emissions standard by the original manufacturer.
What about a truck 25 years or older?
It helps with importing the truck, not with registering it here. The DMV asks for proof of full federal safety and emissions compliance, which a kei truck does not have, so it is a private land truck in New York.
What about a newer truck governed to 25 miles per hour?
It is off road equipment. New York's ATV class covers trail machines no heavier than 1,000 pounds dry, so this truck falls outside it and there is no off road registration to get. Use it on farms and private land with the owner's permission.
Is a mini truck an ATV in New York?
Usually not. New York's ATV definition covers machines built for off-highway trails, no wider than 70 inches and no heavier than 1,000 pounds dry, and a mini truck is built differently.
Where can I use one?
On farms, orchards, vineyards, sugarbushes, camps and other private land with the owner's permission. It cannot be driven on public highways.
What paperwork do I keep?
The bill of sale, the US Customs entry document and the Japanese export certificate with an English translation. Together they are your ownership record.
Upgrades
Upgrades in New York.
Height and lift. A model year 1990 or newer vehicle with more than 30 inches of body clearance at the front needs some part of the bumper 16 to 30 inches above the ground empty (NY VAT 375(48)(c)). Passenger cars, not trucks, take 16 to 20 inches (375(48)(b)).
Tires and fenders. Splash guards are required on commercial motor vehicles, tractors and combinations. A private pickup is not within the text (NY VAT 375(25)). A tire under 2/32 inch of major tread design at the two worst adjacent points fails inspection (15 NYCRR 79.21(c)).
Lights. A vehicle with a snow plow blade that blocks the headlamps needs at least two additional front headlamps (NY VAT 375(2)(d)). No lamp with a light source over 32 candle power may be used without commissioner approval (375(2)(b)). No spot or fog lamp count found.
Modification and inspection. None found for an ordinary registered vehicle (NY VAT 375, 15 NYCRR 79.21 and Laws of 2020 ch. 9 read)
From the upgrades chapter of Mini Truck Roadbook, the 2026 to 2027 edition, with the statute after each rule.
Getting it there
Where New York's truck comes ashore.
From the nearest port where a sailing from Japan is on record. Road miles are an estimate, the straight line times 1.2, not a routed drive.
