Unclear. A utility vehicle, designed for off-road use and used for maintenance, security, agricultural or horticultural purposes, may be titled by NCDMV since 1 October 2024 (G.S. 20-53.6). Title is optional.

To confirm. State law lets North Topsail Beach regulate utility vehicles on its streets, but the town repealed its local golf cart ordinance in July 2023 and no utility vehicle ordinance was found.

- To confirm North Topsail Beach. State law lets the town regulate golf carts and utility vehicles on any public street or road within the town (S.L. 2003-124 as rewritten by S.L. 2009-459). The town's own page says that effective 5 July 2023 it repealed its local golf cart ordinance, Article XI of Chapter 6, and relies on state law, so a golf cart must be registered as a low speed vehicle and stay on roads posted 35 mph or less. The page does not mention a utility vehicle or a UTV, and the town's code was not read. A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
