A 25 year old kei truck imported for the road is titled, registered, insured and inspected like any truck and runs on roads posted 55 mph or less. A newer truck imported as off road equipment and governed to 25 mph is titled as a utility vehicle for the farm and the land, and we confirm with NCDMV before promising it a plate.

A kei truck 25 years or older imported for road use meets North Carolina's mini-truck definition and is registered and driven as a mini-truck.
Road use with limitsTitle. Titled by NCDMV on Form MVR-1 through a license plate agency as a mini-truck.
Registration. Registered and insured like any motor vehicle, then inspected each year before renewal. It cannot take an antique or historic plate however old it is.

Can I drive a 25 year old kei truck on North Carolina roads?
Yes, as a mini-truck. It is titled, registered and insured, passes the annual safety inspection and may use streets and highways posted 55 mph or less, crossing faster roads at intersections.
A newer kei truck imported as off road equipment and governed to 25 mph still meets the mini-truck definition on its face, since North Carolina's definition sets no speed or age test. Whether NCDMV will register a truck imported as nonroad equipment was not found. It can also be titled, but not registered, as a utility vehicle.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck imported as off road equipment and governed to 25 mph?
North Carolina's mini-truck definition does not test speed or age, but NCDMV has not said it will plate a truck imported as nonroad equipment. Kept off road, it is a utility vehicle that NCDMV will title but not register, for the farm, the job site and private land.

Statewide
A governed kei truck is not an off-road route vehicle in North Carolina, because the state has no county or town system for a utility vehicle on the road, and the local routes on this map are not open to it by statute. G.S. 20-4.01(48c) makes a utility vehicle a motor vehicle designed for off-road use and used for maintenance, security, agricultural or horticultural work. NCDMV titles one and refuses to register it, G.S. 20-54(8), and G.S. 20-171.19(e) keeps all-terrain vehicles off public roads except to cross. The only local openings in the General Statutes are for golf carts, which a city or county may regulate on streets posted 35 mph or less, G.S. 160A-300.6 and 153A-245, and a local act of 2003 that lets the towns of Beech Mountain, North Topsail Beach and Seven Devils and the city of Conover regulate golf carts and utility vehicles on any public street, as S.L. 2009-459 rewrote it. The road path is state registration, not a local route. A registered, insured mini-truck or modified utility vehicle may use any street or highway posted 55 mph or less, G.S. 20-121.1, and a 25 year kei truck that meets the mini-truck definition of G.S. 20-4.01(27)g1. is registered that way and needs none of these routes. A newer truck imported as off road equipment and governed to 25 mph is a utility vehicle on the state file's reading, titled and never registered, so it rides a town street only where a town ordinance written under that local act names it, and no ordinance read names a kei truck.

Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

The roadCan I drive it on the road?
North Carolina has a mini-truck class in its statutes, and a registered, insured and inspected mini-truck may be driven on streets and highways posted 55 mph or less.
- A mini-truck is a motor vehicle designed, used or maintained primarily to carry property, with four wheels, an engine of 660cc or less, an overall length of 130 inches or less, height of 78 inches or less and width of 60 inches or less (G.S. 20-4.01(27)g1.)
- A mini-truck may be operated only on streets and highways posted 55 mph or less, and may cross a faster road at an intersection (G.S. 20-121.1(1))
- It must have headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, windshields, windshield wipers, a speedometer, seat belts and a vehicle identification number, all kept in working order (G.S. 20-121.1(2))
- It must be registered and insured under G.S. 20-50 and 20-309 (G.S. 20-121.1(3))
- The Department of Transportation may prohibit mini-trucks on any road in the interest of safety (G.S. 20-121.1(4))
- Regardless of age, a mini-truck does not qualify as an antique or historic vehicle (G.S. 20-121.1(6))

TitleHow do I title and register it?
A mini-truck in North Carolina is titled and registered by NCDMV like any motor vehicle, through a license plate agency.
The steps
- Apply for a North Carolina title on Form MVR-1 at a license plate agency, with the ownership papers and proof of North Carolina insurance.
- Register the truck and take the plate.
- Before each renewal, pass the annual safety inspection, and the emissions inspection too in the 19 emissions counties when the model year falls in range.

LandCan I use it on a farm or private land?
Kept off the road, a kei truck used for farm, maintenance or security work is a utility vehicle in North Carolina, and its owner may title it with NCDMV without registering it.
Class. Utility vehicle under G.S. 20-4.01(48c). It is not an all-terrain vehicle, which North Carolina limits to 50 inches wide on low-pressure tires.
Registration. None. NCDMV titles a utility vehicle on request and refuses to register it (G.S. 20-53.6 and 20-54(8), effective 1 October 2024).
On the farm
A utility vehicle used for agricultural or horticultural purposes is titled on request and not registered. No farm exception that puts an unregistered kei truck on public roads was found.

InspectionWhat inspection or insurance applies?
Safety. A motor vehicle subject to registration must pass an annual safety inspection before its registration is renewed (G.S. 20-183.2(a)). NCDMV says vehicles more than 30 years old are exempt, but a mini-truck can never be an antique or historic vehicle, so check that exemption for a truck before relying on it.
Emissions. Vehicles registered in 19 counties also need an emissions inspection when the model year is within 20 years of the current year, under the rule then in force (G.S. 20-183.2(b)).
Insurance. A mini-truck must be insured under G.S. 20-309, North Carolina's financial responsibility law, to be registered.

Can I drive a 25 year old kei truck on North Carolina roads?
Yes, as a mini-truck. It is titled, registered and insured, passes the annual safety inspection and may use streets and highways posted 55 mph or less, crossing faster roads at intersections.
What about a newer truck imported as off road equipment and governed to 25 mph?
North Carolina's mini-truck definition does not test speed or age, but NCDMV has not said it will plate a truck imported as nonroad equipment. Kept off road, it is a utility vehicle that NCDMV will title but not register, for the farm, the job site and private land.
What equipment does a road mini-truck need?
Headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, a windshield and wipers, a speedometer, seat belts and a vehicle identification number.
Can an old kei truck get antique plates?
No. North Carolina law says a mini-truck does not qualify as an antique or historic vehicle regardless of age.
Upgrades
Upgrades in North Carolina.
Height and lift. No bumper, frame height or lift limit found for a light truck. A private passenger automobile may not run with the front fender 4 or more inches above the rear after suspension, frame or chassis changes (G.S. 20-135.4). A kei truck is probably outside it.
Tires and fenders. A tire is unsafe if worn to expose cord or under 2/32 inch tread at two or more locations in two adjacent major grooves (G.S. 20-122.1(a)). No fender, mud flap, tire size, trimming or wheel spacer rule found for a light truck (20-115 to 20-137).
Lights. At most two spot lamps and two auxiliary driving lamps, with no height stated (G.S. 20-130(a)). Light bars are barred while driving (20-130(f)). Red lights are unlawful on any vehicle (20-130.1). Flashing amber in motion needs a listed condition such as a work zone (20-130.2).
Modification and inspection. A mini-truck is defined as four-wheeled, 660cc or less, up to 130 inches long, 78 high and 60 wide (G.S. 20-4.01(27)). A vehicle materially altered by removing, adding or substituting essential parts is reconstructed (20-4.01). Safety inspection omits frame height and suspension (20-183.3(a)).
