Can I own one here
Owning one in Coos County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Closed to road use. Oregon does not register kei trucks for the road. The DMV says kei class vehicles cannot be titled or registered because they were not built for US highways. The 2025 and 2026 bills to change that ended in committee.
A newer governed truck
Off highway vehicle. The DMV titles ATVs. A governed road-built truck falls in Oregon's Class II ATV definition when operated off highway, because Class IV requires a vehicle originally manufactured for off-road use only.

To confirm. Coos County's one ATV road route is the Lakeside business route from the Spinreel dunes along Spinreel Road and Airport Way into town, the city's ordinance was not read and a kei truck is not one of the ATV classes the route admits.
In town Some
- Some Lakeside. A business route from the dunes into town: the Spinreel staging area, Spinreel Road, Airport Way, South 8th Street and Park Avenue east of South 8th Street. Every other street is closed except from a home to the route, and the shoulder may not be used in town. Read on the State Parks page. News reports say voters passed Measure 6-198 in November 2022 to allow the most direct route to the dunes. City ordinance passed 23 June 2020 on a trial, as the State Parks committee minutes state, and Measure 6-198 of 2022. The committee minutes say the county maintains it while the city, as road authority inside its limits under ORS 810.010, designates its use. No Coos County order opening county roads to ATVs was found. Lakeside's route, as the State Parks committee minutes of 7 July 2020 state. No county act found., read 28 October 2026
State highways Segments open
- Spinreel Road, the state highway right of way from the Spinreel OHV staging area under the US 101 overpass to Airport Way, an ATV highway access route where riders may use the pavement or the shoulder. The committee recommended the extension to Airport Way on 7 July 2020 for the Commission's August 2020 meeting. US 101 itself stays closed. Oregon Transportation Commission designation, as the State Parks page states. The Commission's own record was not read., read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 30 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
