Kei trucks in Oregon work farms, ranches and private ground
Read from Oregon's own statutes and motor vehicle office.
Oregon does not register kei trucks for the road, whatever their age. A truck 25 years or older and a newer truck imported as governed off-road equipment both work farms, ranches, orchards and private land. Oregon law lets ATV class vehicles travel highways between farm headquarters, fields and pastures at up to 20 miles per hour.
Your lane
Which truck are you buying?
Oregon treats the two kinds of kei truck differently. Pick yours and this answers for it.
a truck 25 years or older imported for road use under the federal age exemptions
Closed to road useTitle. The DMV says kei class vehicles cannot be titled in Oregon.
Registration. No road registration.
- The DMV may require proof that a vehicle conforms to federal standards before title when it has reason to believe the maker did not certify it.
What about a truck 25 years or older?
The DMV says kei class vehicles cannot be titled or registered in Oregon because they were not built for US highways. Bills in 2025 and 2026 to change that ended in committee.
a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine
Off highway vehicleWhere it can run
Farms, ranches, forests and private land, public riding areas with a permit, highways not maintained for passenger car traffic, crossings, designated ATV highway access routes and highways between farm headquarters, fields and pastures.
Title. The DMV titles ATVs. A governed road-built truck falls in Oregon's Class II ATV definition when operated off highway, because Class IV requires a vehicle originally manufactured for off-road use only.
Registration. No DMV registration for ATVs. An ATV permit from Oregon Parks and Recreation for public riding areas.
- Between ranch or farm headquarters, fields and pastures an ATV may use the highway with a licensed driver, at the posted limit and never over 20 miles per hour, as close to the right edge as practicable, with a lit headlight and taillight and a slow-moving vehicle emblem.
- Class I and Class III operators on public lands need an ATV operator permit. A child under 16 must be accompanied by a permitted adult at least 18. Those rules do not apply to an ATV used exclusively in farming, agricultural or forestry work on land the owner owns or leases.
- The Class II operator rules were not read.
- Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.
What about a newer truck imported as off-road equipment?
Oregon treats a heavier vehicle capable of cross-country travel and operated off highway as a Class II all-terrain vehicle. The DMV titles ATVs but does not register them. Oregon Parks and Recreation issues the permit for public riding areas. On the farm an ATV may travel the highway between headquarters, fields and pastures at 20 miles per hour or less with a slow-moving vehicle emblem.
County by county
The rules in detail.
Where a newer off road truck or a UTV can run in Oregon, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.
Statewide
A governed kei truck is not a Class I, III or IV all-terrain vehicle, so the county and town ATV routes in Oregon are not open to it. ORS 801.190 makes a Class I a straddled vehicle steered by handlebars, ORS 801.194(1) makes a Class III a two wheeled motorcycle and ORS 801.194(2) makes a Class IV a vehicle on tires designed for off-road use only that was originally manufactured for off-road use only, which a truck built for Japanese roads is not. It is a Class II under ORS 801.193 only while it is actually operated off a highway or carries farm work on a highway under ORS 821.191. ORS 803.305(22) exempts Class I, III and IV from registration and leaves Class II out, and the DMV says kei class vehicles cannot be titled or registered, so on a county road or city street opened to ATVs the truck is an unregistered motor vehicle. Its one road use is ORS 821.191, between farm or ranch headquarters, fields and pastures, with a licensed driver at no more than 20 mph, a lit headlight and taillight and a slow moving vehicle emblem. A 25 year kei truck is no different on Oregon roads, because the DMV refuses kei class vehicles at any age and the 2025 and 2026 bills to change that died in committee. Several county and town ordinances copy the older Class IV definition without the off-road only test, and Umatilla County's Class II drops the off highway test, so whether a kei truck fits those local words is a question for each county, the DMV and State Parks.

Engines and EPA
Why the engine decides which truck comes in.
The same three facts hold in Oregon and every other state.
The 25 year truck
It comes in on age
A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.
EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.
40 CFR 85.1511(f)(2)eCFR, read 28 October 2026The newer truck
EPA asks for a certified engine
A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.
Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026Engine size
Why 30 kilowatts decides a newer truck's engine
EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.
Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.
40 CFR 1054.1, the small engine ruleseCFR, read 28 October 2026Small nonroad spark ignition engine certificatesEPA, read 28 October 2026Oregon, the five answers
Land, title, road, inspection and what is next.
LandCan I use it on a farm or private land?
Oregon sorts off-road vehicles into four ATV classes. The DMV titles ATVs but does not register them. Oregon Parks and Recreation issues the ATV permits for public riding areas.
Class. Class II all-terrain vehicle, defined as any motor vehicle heavier or wider than a Class I ATV that is capable of cross-country travel and is operated off highway, if it is not a Class IV
Registration. No DMV registration for ATVs. ATV permit from Oregon Parks and Recreation for public riding areas.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
On the farm
A Class I, II or IV ATV may run on Oregon highways between ranch or farm headquarters, fields and pastures with a licensed driver, at the posted limit and never over 20 miles per hour, as far right as practicable, with a lit headlight and taillight and a slow-moving vehicle emblem.
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
TitleHow do I title and register it?
The DMV says kei class vehicles cannot be titled in Oregon. It also says a mini truck can be titled if it meets the Class IV all-terrain vehicle definition, which requires a vehicle originally manufactured for off-road use only.
The steps
- Check the truck against the Class IV ATV definition: four or more tires designed for off-road use only, nonstraddle seating, a steering wheel, a dry weight of 3,500 pounds or less, 75 inches wide or less and originally manufactured for off-road use only.
- A truck that meets it may be titled by the DMV as an ATV. The DMV does not register ATVs.
- Buy the ATV permit from Oregon Parks and Recreation for public riding areas.
The documents
- Proof of ownership
- Federal entry papers
- VIN inspection for a vehicle from another jurisdiction
Oregon Driver and Motor Vehicle Services
Read from a secondary source or an older page. Confirm it with the office before you rely on it.
The roadCan I drive it on the road?
Oregon does not register kei trucks for the road. The DMV says kei class vehicles cannot be titled or registered because they were not built for US highways. The 2025 and 2026 bills to change that ended in committee.
- If the DMV has reason to believe a vehicle was not certified by its maker to federal standards, it may require proof that the vehicle conforms before it issues title.
- A vehicle not certified to federal standards also needs a VIN inspection before title.
- Off-road vehicles may not run on or across the paved portion, shoulder or median of a highway except where the law allows.

Questions
Asked about Oregon.
Can I drive a kei truck on Oregon roads?
No. The Oregon DMV says kei class vehicles cannot be titled or registered because they were not built for US highways.
Can I move it between my fields on the road?
Oregon lets a Class I, II or IV ATV travel a highway between ranch or farm headquarters, fields and pastures at no more than 20 miles per hour, with a licensed driver, a headlight, a taillight and a slow-moving vehicle emblem. Confirm with the DMV that your truck is treated as an ATV class vehicle.
Can I title it?
The DMV titles a mini truck that meets the Class IV ATV definition, which requires a vehicle built for off-road use only on off-road tires and 75 inches wide or less.
What about a truck 25 years or older?
The DMV says kei class vehicles cannot be titled or registered in Oregon because they were not built for US highways. Bills in 2025 and 2026 to change that ended in committee.

Height and lift. No bumper height, frame height or lift rule was found in ORS chapters 801, 803, 811, 815 and 816. A passenger vehicle may not have a part lower than the lowest wheel rim touching the road (ORS 815.245).
Tires and fenders. Type III fenders or mudguards are required on each axle of a kei truck, reaching each side of the tread and ending no more than 27 inches above the road (ORS 815.182). None found on tire size, tread depth, trimming or spacers.
Lights. Auxiliary lights must be mounted at 54 inches or less and show white to the front (ORS 816.060). No more than one spotlight is allowed. Red to the front is barred, blue is for police only and flashing lights are barred except signals (816.350).
Modification and inspection. A title or registration application must say if the vehicle is a replica, reconstructed, assembled or specially constructed (ORS 803.225). No inspection or notice was found for a lift or larger tires, though the department may inspect any vehicle at any time (815.015).

Getting it there
Where Oregon's truck comes ashore.
From the nearest port where a sailing from Japan is on record. Road miles are an estimate, the straight line times 1.2, not a routed drive.
