Kei trucks in Hawaii work farms, ranches and private land

Read from Hawaii's own statutes and motor vehicle office.

Hawaii registers for the road only vehicles their maker certified to federal safety standards. A truck 25 years or older is not registered for the road, whatever the federal age rule allows. A newer truck imported as governed off-road equipment and an older truck both work farms, ranches and private land without road registration.

Which truck are you buying?

Hawaii treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Closed to road use

Title. Not registered for the road, since the maker did not certify it to federal safety standards.

Registration. None for the road.

  • HRS 286-42(a) bars registration without the maker's FMVSS certification, whatever the vehicle's age.
What about a truck 25 years or older?

It enters the country under the federal age rule, but Hawaii's registration law does not follow that rule. Bills to change it in 2017 and 2018 did not pass.

a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine

Unclear

Where it can run

Farms, ranches and private land. Farm streets under HRS 286-12 if the county accepts it as a utility-terrain vehicle.

Title. No Hawaii title path for an off-highway vehicle was found.

Registration. No state off-highway registration program was found.

  • ATVs and utility-terrain vehicles may use two lane streets posted 35 miles per hour or less next to farmland or between agricultural properties, in daylight, in counties under 500,000 residents.
  • Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck imported as off-road equipment?

It works on farms, ranches and private land without road registration. Hawaii lets ATVs and utility-terrain vehicles use two lane streets posted 35 miles per hour or less next to farmland in daylight in counties under 500,000 residents. Whether a governed kei truck counts as one is for the county to decide.

Private land and the farm

On your own ground in Hawaii.

On private land

No plate and no insurance are required on a farm, a ranch or other private land in Hawaii. Both rules start at the public highway.

The code, section by section
  • HRS 286-41(a): every owner of a motor vehicle that is to be operated upon the public highways applies to the county director of finance for its registration.
  • HRS 286-2: a highway is the entire width between the boundary lines of every way publicly maintained when any part of it is open to the public for vehicular travel.
  • HRS 291C-1: a private road or driveway is every way in private ownership used by the owner and those with the owner's permission but not by other persons.
  • HRS 431:10C-104(a): no person shall operate or use a motor vehicle upon any public street, road or highway unless it is insured under a motor vehicle insurance policy.
The codedata.capitol.hawaii.gov, read 28 October 2026

On the farm

Hawaii's farm street rule is written for ATVs and UTVs, and a kei truck is neither. The registration exemption for implements of husbandry is the one untested farm path.

Whether a county director of finance or the police would treat a kei truck used only on a farm as an implement of husbandry under 286-41(g)(2) was not found. Hawaii County's code defines special mobile equipment as a vehicle not designed or used primarily for carrying persons or property, as a 2021 newspaper column quotes section 24-3(43), and a kei truck is built to carry property, so that class does not fit it.

The code, section by section
  • HRS 286-12(a): an ATV or UTV used as farm equipment may run on a street of two lanes or fewer posted 35 mph or less, to travel between properties zoned for agriculture, in daylight, with a driver holding a current category (3) licence or a commercial licence, in a county under 500,000 residents, with operator and passenger in a fastened safety helmet.
  • HRS 286-12(b): farm equipment is any machinery used on a farm to help with farming, a tractor, cultivator, plow, ATV or UTV included. A UTV is designed to be operated off highway, 60 inches wide or less, 1,300 pounds or less unladen, on four to six tires, with a steering wheel, roll-over protection, seat belts and two seats side by side.
  • HRS 286-12(d): ATVs and UTVs used as farm equipment are regulated as farm equipment and not as motor vehicles.
  • HRS 286-41(g): the registration provisions do not apply to special mobile equipment or to implements of husbandry temporarily drawn, moved or otherwise propelled upon the public highways. Neither term is defined in chapter 286 or 291C.
  • HRS 286-2: a farm tractor is a motor vehicle designed and used primarily as a farm implement for drawing plows, mowing machines and other implements of husbandry. A kei truck is not.

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Hawaii, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

Hawaii will not register a kei truck for the road, and the one law that lets off-road machines use public streets does not fit it. HRS 286-42(a) bars registering any motor vehicle its maker did not certify to all applicable federal motor vehicle safety standards as of the date of manufacture, apart from aftermarket motorcycle frames, special interest vehicles and reconstructed vehicles, so a 25 year truck and a governed truck are both shut out. HRS 286-12 lets an ATV or UTV used as farm equipment run on streets of two lanes or fewer posted 35 mph or less, to travel between properties zoned for agriculture, in daylight, with a licensed driver and helmets on operator and passenger, in counties under 500,000 residents, which takes in Hawaii, Maui and Kauai Counties and leaves out Honolulu. Its UTV must be designed to be operated off highway, be 60 inches wide or less, weigh 1,300 pounds or less unladen, sit on four to six tires, steer by wheel, carry roll-over protection and seat belts and seat two side by side. A kei truck was designed for the road and carries no roll-over protection, so it is not a UTV, and the ATV class, which needs a straddle seat and handlebars, does not fit it either. Bills in 2025 and 2026 to widen the farm street rule did not become law, and the current statute is the 2014 text. On private land a kei truck needs no plate. 286-41(a) asks for registration only of a vehicle to be operated on the public highways, and 431:10C-104 asks for insurance only on a public street, road or highway. 286-41(g)(2) also frees from registration an implement of husbandry temporarily moved on the public highways, but chapter 286 does not define the term and no county has said a kei truck is one, so a farm truck is safest kept off the road entirely.

Hawaii County Some routes

In Hawaii County a farm ATV or UTV may use two lane roads posted 35 mph or less between agricultural properties in daylight, but a kei truck is neither and cannot be registered, so it stays on the farm, the ranch or other private land, where it needs no plate.

In town Some

No town street opening was found in the codes read.

County roads Some

Any county road of two lanes or fewer posted 35 mph or less, for an ATV or UTV used as farm equipment travelling between properties zoned for agriculture, in daylight, under HRS 286-12. The statute names no roads, and no county act adding to it or limiting it was found. The county code was not read. A kei truck is not a UTV under the statute's definition, so these roads stay closed to it. HRS 286-12, L 2014, c 71, read in the current HRS on 28 October 2026. The county code was not read., read 28 October 2026

Honolulu County To confirm

On Oahu a kei truck may work a farm or other private land with no plate, but no road on the island takes it or any ATV or UTV, because the state's farm street rule stops at counties under 500,000 residents.

In town Closed

No town street opening was found in the codes read.

County roads Closed

No road is open to ATVs, UTVs or a kei truck. HRS 286-12 opens farm streets only in counties under 500,000 residents, and Honolulu is over that line. No ordinance of the City and County opening a road was found, but the Revised Ordinances of Honolulu sit behind a bot check and were not read. HRS 286-12, L 2014, c 71. The Revised Ordinances of Honolulu were not read., read 28 October 2026

State highways Closed

Closed to OHVs.

Kalawao County To confirm

Kalawao is the Kalaupapa settlement, run by the state Department of Health with no county government and no road link to the rest of Molokai, so a kei truck has no route there and any vehicle on the peninsula is the department's to allow.

In town To confirm

No town street opening was found in the codes read.

County roads To confirm

Kalawao has no county government and no county roads in the ordinary sense. HRS 326-34 places it under the Department of Health and keeps the general county provisions of the HRS from applying there, so whether the farm street rule of 286-12 reaches it is doubtful. The department's rules for vehicles in the settlement were not read. HRS 326-34, read in the current HRS on 28 October 2026, read 28 October 2026

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Hawaii and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Hawaii, the five answers

Land, title, road, inspection and what is next.

LandCan I use it on a farm or private land?

Hawaii lets all-terrain vehicles and utility-terrain vehicles use some streets for farm work under HRS 286-12, on two lane streets posted 35 miles per hour or less next to farmland or between agricultural properties, in counties under 500,000 residents, in daylight.

Class. Utility-terrain vehicle, if the county accepts a kei truck as one

Registration. No state off-highway registration program was found in the sources read.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

On the farm

Under HRS 286-12 an ATV or utility-terrain vehicle may travel alongside or between properties zoned for agriculture on two lane streets posted 35 miles per hour or less, in daylight, in counties under 500,000 residents.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

TitleHow do I title and register it?

Each county registers and titles vehicles in Hawaii. A kei truck without its maker's federal safety certification is not registered for the road.

The steps

  1. Keep the ownership documents and federal entry papers with the truck.
  2. Use the truck on private land and agricultural property.

The documents

  • Proof of ownership
  • Federal entry papers

County motor vehicle registration offices in Honolulu, Hawaii, Maui and Kauai counties

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

The roadCan I drive it on the road?

Hawaii does not register a vehicle its maker did not certify to federal motor vehicle safety standards, so a kei truck is not registered for Hawaii roads.

  • HRS 286-42(a) bars registration of a vehicle not certified by its manufacturer as meeting all applicable federal motor vehicle safety standards.
  • The exceptions are motorcycles on aftermarket frames, special interest vehicles and reconstructed vehicles.
  • Bills to exempt direct imports 25 years or older from that rule were filed in 2017 and 2018 and did not become law.

HRS 286-42(a)

InspectionWhat inspection or insurance applies?

Safety. Hawaii requires a periodic motor vehicle safety inspection for registered vehicles.

Emissions. No emissions test was found in the sources read.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

Insurance. Hawaii requires motor vehicle insurance for every vehicle registered for the road.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

NextWhat is coming?

SB 502 would raise the farm street limit for ATVs and utility-terrain vehicles from 35 to 45 miles per hour, drop the two lane limit and allow night use with headlights, tail lights and a slow moving vehicle emblem. It was introduced in 2025 and carried to 2026. No record was found that it passed.

Questions

Asked about Hawaii.

Can I drive a kei truck on Hawaii roads?

No. Hawaii law bars registering a vehicle its maker did not certify to federal motor vehicle safety standards, whatever its age.

What about a truck 25 years or older?

It enters the country under the federal age rule, but Hawaii's registration law does not follow that rule. Bills to change it in 2017 and 2018 did not pass.

Upgrades

Upgrades in Hawaii.

Height and lift. Bumper height is capped at 29 inches front and rear up to 4,500 pounds GVWR, or 22 inches for passenger vehicles. The frame rail may not be above the bumper and the body may sit no more than three inches from the rail (291-35.1).

Tires and fenders. At inspection fenders must cover the full tread width, and a tire fails if it can rub other parts, has under 2/32 inch of tread or sits on a rim the tire maker does not recommend (19-133.2-29 and 19-133.2-35). No maximum tire size found.

Lights. No count or mounting height is set for fog or auxiliary lamps. No spotlight may be used in a city, town or village (291-30). A blue lamp is unlawful (291-31.5) and a lamp casting red light toward oncoming traffic fails inspection (19-133.2-32).

Modification and inspection. Inspection every twelve months at 10,000 pounds GVWR or less (286-26). On Oahu a reconstructed vehicle needs a permit. Changed frame height, rims differing by more than one inch in diameter or two in width and significantly cut fenders make a vehicle reconstructed (19-134-4).
