Can I own one here
Owning one in Franklin County.
On your own land, yes
Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Road use with limits, to confirm. Idaho will not register a vehicle its maker did not certify to federal motor vehicle safety standards, so a kei truck takes no ordinary plate. ITD classes a vehicle of that size that is not FMVSS certified as a UTV, which takes a restricted plate for the roads Idaho opens to off-highway vehicles.
A newer governed truck
Utility terrain vehicle. Titled at the county office as a UTV under ITD's measurement chart, which counts a vehicle not FMVSS certified for highway use.

To confirm. Preston opens its streets to a UTV at no more than 25 mph, with seat belts and a slow moving vehicle emblem, and keeps it off the state and federal highways except to cross.

- Open Preston. A UTV as Idaho Code defines one may use the streets of Preston under chapter 10.36. It may not use a state or federal highway except to cross at an intersection with a city street, and the driver needs a driver's license, though not one holding only a school attendance permit. All UTVs keep to the posted limit and never above 25 mph, carry a slow moving vehicle emblem, a braking system and seat belts for every occupant and carry no more occupants than belts. Anyone under 18 wears a helmet. Preston City Code chapter 10.36, Ordinance 2008-2 of 2008, read 28 October 2026

Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 30 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
