In Idaho a kei truck runs in the UTV lane, never on a regular plate

Read from Idaho's own statutes and motor vehicle office.

Idaho registers no vehicle that its maker did not certify to federal safety standards, so a kei truck of any age takes no regular plate. ITD's chart classes a vehicle of a kei truck's size that is not FMVSS certified as a UTV, titled with a restricted plate for county and city roads and some state highways near towns at no more than 45 miles per hour. A newer truck imported as governed off-road equipment takes the same UTV lane, and farm and ranch use needs no plate or OHV sticker.

Your lane

Which truck are you buying?

Idaho treats the two kinds of kei truck differently. Pick yours and this answers for it.

a truck 25 years or older imported for road use under the federal age exemptions

Road use with limits

Title. County title under IDAPA 39.02.05.401 as a gray market vehicle, classed by ITD's measurement chart at the VIN inspection.

Registration. No ordinary plate, Idaho Code 49-402(10). A restricted vehicle license plate and an OHV certificate of number if classed as a UTV.

  • Any vehicle that does not meet federal motor vehicle safety standards shall not be registered. Idaho Code 49-402(10)
  • As a UTV it uses the roads opened under Idaho Code 49-426 at the posted limit or 45 miles per hour, whichever is less.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

What about a truck 25 years or older?

Idaho titles it as a gray market vehicle. It takes no regular plate because it was not certified to federal safety standards. Classed as a UTV it carries a restricted plate and an OHV certificate of number.

a newer truck imported as off road equipment, governed to 25 miles per hour and carrying an EPA certified nonroad engine

Utility terrain vehicle

Where it can run

Off highway, roads on state and federal land, highways that are not state or interstate highways, some state highways near towns, crossings, farms and private land.

Title. Titled at the county office as a UTV under ITD's measurement chart, which counts a vehicle not FMVSS certified for highway use.

Registration. OHV certificate of number, with a restricted plate for roads. None when used exclusively in agricultural, horticultural, dairy or livestock operations.

  • On a highway an off-highway vehicle may not exceed the posted limit or 45 miles per hour, whichever is less. Idaho Code 49-426(8)
  • A vehicle used exclusively in agricultural, horticultural, dairy or livestock operations needs no license or number and travels public highways only between farm or ranch locations with the slow-moving vehicle emblem. Idaho Code 49-426(2)
  • An unlicensed rider under 16 may use certain federal and state land roads only under the supervision of a licensed adult at least 18, on another machine or on the ground within 300 feet.
  • Riders under 18 wear a protective helmet, except on private property, as an implement of husbandry or in a UTV with a roll cage and seat belts. Occupants 16 and under wear a fastened seat belt in a UTV that has them. Idaho Code 49-666
  • Federal law admits this truck as nonroad equipment governed to 25 miles per hour, never as a road vehicle.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck imported as off-road equipment?

It titles at the county office as a UTV and carries Idaho's OHV certificate of number. Used exclusively in farm or ranch operations it needs none. Idaho opens many local roads to licensed off-highway vehicles at the posted limit or 45 miles per hour, whichever is less.

The first title

To confirm

A county assessor's motor vehicle office, called the county DMV, which acts as the agent of the Idaho Transportation Department (ITD) Division of Motor Vehicles, Idaho Code 49-205(1). ITD's DMV Customer Contact Center answers at 208 584 4343, 8:00 A.M. to 5:00 P.M. Mountain Time, Monday to Friday. ITD's titles page sends a private party with no lienholder to the county assessor's motor vehicle office. Idaho titles a vehicle registered under chapter 4 and also titles an ATV, a motorbike, a snowmobile and a utility type vehicle that is not registered, 49-501(1) and (2)(a). Read 28 October 2026.

  1. Know the rule on a vehicle not built to US standards. Idaho Code 49-402(10) says a vehicle that does not meet the federal motor vehicle safety standards shall not be registered and shall not be permitted to operate on public highways unless otherwise specifically authorized, and 49-107(5) says such a vehicle as originally designed and manufactured shall be certified by its manufacturer to those standards. IDAPA 39.02.05.010 calls a vehicle made for use outside the US that did not meet the federal safety or EPA requirements when made a gray market vehicle, and IDAPA 39.02.05.401 is the title rule for it. A kei truck was never certified to the US standards, so this rule applies at any age.
  2. Ask the county how it will class the truck before the visit. ITD's chart of ATVs, UTVs and specialty off-highway vehicles defines a UTV by measurement. It must be under 80 inches wide with a wheelbase of 110 inches or less, meet one of 900 pounds, 50 inches wide or a wheelbase over 61 inches and not be FMVSS certified for highway use. The chart says to capture the measurements at the VIN inspection and title. A UTV is titled and may carry a restricted vehicle license plate. The chart lists a specialty off-highway vehicle as not titled and without a restricted plate. Idaho Code 67-7101(17) calls a UTV a recreational motor vehicle, so the class a working truck takes is settled at the county counter. ITD's DMV at 208 584 4343 is the office to ask.
  3. Keep every stamped paper from the port. IDAPA 39.02.05.401(01) asks for the CBP Entry Summary form 7501 stamped and signed by CBP and the NHTSA HS-7 declaration with the category of importation indicated. A truck 25 years or older enters under Box 1 of the HS-7, and the rule asks for evidence for the category declared, such as a DOT bond release letter. A Box 1 entry carries no bond, and what a county accepts in its place, such as proof of the manufacture date, is not written in the rule. A newer truck imported as governed nonroad equipment takes a different federal entry than Box 1, set out in the federal notes, and the same rule asks for the category it declares and the evidence for it. EPA Form 3520-1 under code E is not named in Idaho's rule. Keep the stamped copy with the entry papers.
  4. Gather the foreign ownership documents. IDAPA 39.02.05.401(01)(c) asks for all documents relating to ownership, such as a foreign title, a foreign registration if the vehicle is not from a titling country and bills of sale, with a complete chain of ownership from the last titled or registered owner to every later owner in the foreign market and in the US. At a minimum the rule asks for releases of interest from every party shown to have had an interest. For a Japanese truck the export certificate is the foreign ownership document, with a bill of sale for each sale after it. Which kind of foreign document the Department treats the Japanese certificate as is not written.
  5. Translate the Japanese papers if the county asks. IDAPA 39.02.05.401(03) says a translation of the foreign documents may be necessary to clarify them, at the owner's expense and certified by the translator as true and correct.
  6. Have the truck inspected. A vehicle identification number inspection is required to title a vehicle whose current title was not issued by Idaho, Idaho Code 49-504(2) and IDAPA 39.02.05.202(02). The gray market rule asks for a Statement of Facts from a motor vehicle investigator or, if the Department waives it on the facts the owner presents, a VIN inspection, IDAPA 39.02.05.401(01)(b). The inspection is recorded on ITD form 3403, and the inspector writes the VIN, where it is found, the width, the wheelbase and the weight from the truck. The fee is $5.00, 49-202(2)(k).
  7. Sign the indemnifying statement. IDAPA 39.02.05.401(01)(a) asks for a statement indemnifying the Department. ITD's Indemnifying Affidavit, form ITD 3410 (Rev. 10/23), has a paragraph for a vehicle imported from another country, in which the owner accepts full responsibility for the federal DOT, EPA and CBP requirements, and a paragraph for a utility type vehicle with no title or manufacturer's origin document, which certifies that none exists and that the vehicle has never been titled. No ITD page read ties the form to section 401 by name.
  8. File the title application at the county motor vehicle office with the title fee, the county title administrative fee and the Idaho sales or use tax. A title is issued only on evidence that the tax was paid, 63-3623(l). ITD's application is form ITD 3337 (Rev 9/26), whose instructions list private party sales to Idaho residents made outside Idaho among its users and which has lines for the wheel base, weight, length and width and for a second VIN if assigned. The applicant gives a true and full legal name and a physical address, with an Idaho driver's license number, Idaho ID card number, social security number or individual taxpayer number, 49-504(1).
  9. File within 30 days. The 30 days run from the first entry of the truck into Idaho when the owner acquired it in another state, 49-504A(3), and a title presented later carries a $20.00 penalty, 49-504A(1). Until the federal releases or the ownership papers are in order, the county assessor issues a conditional registration, IDAPA 39.02.05.401(04).
  10. Register the truck as the class the county gives it. A UTV takes the restricted vehicle license plate under 49-402(4) and the Idaho Department of Parks and Recreation certificate of number under 67-7122. See fees, plates_and_renewal and ohv.
  11. If the Department is not satisfied as to ownership, which is the case when the Japanese chain has a gap, Idaho Code 49-523(1) lets it withhold the title or require a bond. The bond is one and one-half times the vehicle's value, held three years, 49-523(1)(b), and IDAPA 39.02.05.301 issues a title branded Bonded Title on ITD form 3909, an affidavit of explanation, an appraisal and a physical inspection. For a vehicle at least ten model years old an Idaho resident may instead file a verified statement of facts before the department's representative and receive a title marked 'ISSUED ON STATEMENT OF APPLICANT', 49-523(1)(c). ITD's FAQ says a conditional title is open to a vehicle at least 10 years old and a bonded title to a newer one.

The inspection. A vehicle identification number inspection is the only inspection at title. ITD's titles page lists an officer of the law, a DMV employee, a military police officer or an Idaho licensed vehicle dealer. Idaho Code 49-504(2) says a city, county or state peace officer or other special agent authorized by the department, and IDAPA 39.02.05.202(01) adds federal peace officers, Idaho licensed dealers, bank employees and special agents named in a formal agreement with the Department. ITD form 3403 says the officer fills it in with data directly from the vehicle without using codes from any title. It records where the VIN sits, whether an FMVSS sticker is on the vehicle and, for an ATV or a UTV, the wheelbase, the width, the weight and the number of wheels. The gray market rule also asks for a Statement of Facts from a motor vehicle investigator unless the Department waives it. ITD's titles page does not address imported vehicles. Read 28 October 2026.

The frame numberIdaho's statute sets no 17 character testTo confirm

Idaho's statute sets no 17 character test. It defines the vehicle identification number as the numbers and letters, if any, placed on a vehicle by the manufacturer for the purpose of identifying the vehicle, Idaho Code 49-110(1)(b), so a Japanese frame number such as DA63T-123456 is the manufacturer's number. The department designates a number only where the vehicle has no identification number, 49-504(7), and the owner then keeps it permanently affixed to or indented on the frame. ITD form 3337 has a line for a second VIN if one is assigned, and the fee for an assigned or replacement number is $18.00, 49-202(2)(j). A VIN inspection is also needed whenever the Department is dissatisfied with the authenticity or accuracy of the number, IDAPA 39.02.05.202(02). ITD form 3403 prints 17 boxes and a line to explain a VIN discrepancy and notes that VINs typically have 17 numbers. No Idaho page or rule read says which path a Japanese truck takes, so the statute reads as titling the truck under its frame number, with an assigned number only if the inspector finds none. The state's own amounts, as its code read on 28 October 2026. The first figure in each line is the one that applies at title.

FeeAmountWhat the statute says
Title$14.00$14.00 for every Idaho certificate of title, Idaho Code 49-202(2)(b), plus the county's title administrative fee, which a county sets under 31-870(1) and (4) and applies the same to all title transactions. ITD's fee table lists county title administrative fees from $0.00 to $18.75 across the 44 counties, so the total title fee runs from $14.00 to $32.75. Read 28 October 2026.
Registrationsee noteA kei truck does not pay the age schedule of Idaho Code 49-402(1). That subsection prices a pickup truck or other motor vehicle of 8,000 pounds maximum gross weight or less that complies with the federal motor vehicle safety standards, and 49-402(10) bars registering one that does not. For a vehicle that does comply, the schedule is $69.00 at 1 and 2 years old, $57.00 at 3 and 4, $57.00 at 5 and 6, $45.00 at 7 and 8 and $45.00 over 8 years old, and ITD's table prints the same amounts. A truck classed as a UTV pays instead a restricted vehicle license plate fee under 49-450 and the Parks and Recreation certificate of number fee under 67-7122, as 49-402(4) says. See plates and other. Read 28 October 2026.
Plates$3.75$3.75 per plate, Idaho Code 49-450, and a restricted vehicle license plate is one plate, 49-443(1). A buyer who acquires a truck that already carries a restricted plate has 15 days to apply for its transfer at $1.50, 67-7123. ITD's plate FAQ prints $11.80 as the base fee to replace a plate, and the statute for that figure was not read. Read 28 October 2026.
OHV certificate of number$12.00OHV certificate of number, $12.00 a season, January 1 to December 31, of which $1.50 is kept by the vendor, Idaho Code 67-7122(1). A multiple year certificate multiplies the fee by the number of seasons and keeps the vendor share at $1.50, 67-7130. ITD's fee table prints $12.00 for an off-road sticker and says it 'includes a $150 vendor fee', and the statute says $1.50, so the statute is used. Read 28 October 2026.

Tax at title6 percent state rate at title

Idaho charges 6 percent. Sales tax is 6 percent of the sales price of a retail sale, Idaho Code 63-3619. Use tax is 6 percent of the value of tangible personal property acquired for storage, use or other consumption in Idaho, and a recent sales price is presumptive evidence of the value, 63-3621(1). Property shipped or brought into Idaho by the purchaser is presumed bought for use in Idaho, 63-3621(8), and property delivered outside Idaho to a buyer the retailer knows to be an Idaho resident is presumed the same, 63-3621(9). An Idaho dealer or retailer collects the sales tax. Otherwise the county assessor or ITD collects the tax when the buyer applies for a title, and a title is issued only on evidence that the sales or use tax on the transaction was paid, 63-3623(l). Registration needs the same proof, 63-3623(m). The sales price is the amount the buyer paid, proved by a bill of sale. The Tax Commission's sales price page says a canceled check is not accepted. Credit. A general retail sales or use tax paid to another state of the United States on the vehicle, at least equal to Idaho's, leaves no Idaho use tax. If the other state's tax was less, Idaho charges the difference, and another state's registration or title is enough evidence of payment, 63-3621(10). The statute credits only a state of the United States, so no credit for Japanese tax or for customs duty is written. A resident who acquired a vehicle in another state while living there, for use there, is exempt under 63-3621(12), and the Tax Commission reads that as a vehicle owned for more than 90 days before the move. The Tax Commission's OHV guide says the tax applies to a UTV or specialty off-highway vehicle in the same way and that the buyer pays it when registering or titling. The yearly charge on a registered vehicle is the registration fee, which stands in lieu of other taxes on the vehicle, 49-401. Whether a UTV with a restricted plate is covered by that exemption in the same way is not written. Read 28 October 2026.

Insurance25/50/15 minimumTo confirm

The minimums. $25,000 for bodily injury to or death of one person in any one accident, $50,000 for two or more persons and $15,000 for injury to or destruction of property of others, 25/50/15, Idaho Code 49-117(20), which 49-1229(1) and 49-1212(1)(b) point to. ITD's insurance page prints the same limits. Read 28 October 2026.

When it is required. The owner of a motor vehicle that is registered and operated in Idaho must continuously carry that insurance, Idaho Code 49-1229(1), and proof must be in the vehicle at all times it is operated, in paper or on a phone, 49-1232(1). An owner may instead post a bond of $50,000 with the director of the department of insurance, of which $15,000 is for property damage, 49-1229(2). Chapter 12 of Title 49 is one of the chapters that 49-426(9) applies to an off-highway vehicle on a highway, and the Parks and Recreation law enforcement guide lists liability insurance for an OHV on state and federal land roads and on city, county and highway district roads. A truck that stays on private land is not on a highway, and no statute read asks for insurance there. One wrinkle. Idaho Code 49-123(2)(h) defines a motor vehicle, for titling and registration, as a self-propelled vehicle that meets the federal safety standards, so 49-1229 reaches a kei truck through the off-highway vehicle route of 49-426(9) and not as a motor vehicle in its own words. Nothing read says an officer or ITD treats it differently.

Idaho requires a liability policy on a vehicle registered and operated in the state. Idaho Code 49-1212 sets what the policy must say. It must designate by explicit description or appropriate reference every motor vehicle it covers, 49-1212(1)(a). It does not state the dollar limits and points to 49-117 for them. ITD runs an online insurance verification system that can check a vehicle by its identification number, policy number, NAIC code or the owner's name, 49-1234(1)(e), and the department matches it against registrations at least monthly, 49-1234(4)(b). An owner shown without insurance for two consecutive months gets an initial notice with 60 days to comply or claim an exemption, then a final notice with 10 days, then the registration is suspended, 49-1234(4)(c) and (d), and reinstatement needs proof of insurance and $75.00, 49-1234(4)(g). ITD's insurance page says 30 days and the statute says 60 days, so the statute is used. A first violation of 49-1229 is an infraction with a $75.00 fine. A second or later conviction within five years is a misdemeanor with a fine of up to $1,000 or up to six months in the county jail or both, 49-1229(5). Having no proof in the vehicle is the same offence under 49-1232(3), and no one is convicted who produces valid proof that was in effect, before conviction, 49-1232(1). Read 28 October 2026.

What the insurer will ask. The state system finds the policy by the vehicle identification number, so the policy should carry the number on the Idaho title, the frame number or an assigned number, written exactly, and it must describe the vehicle it covers. Insure the truck under that number before the county visit and have the policy changed if the title carries a different one. ITD's Drive Insured self report tool is the online way to fix a missing record, and county offices are not involved in it. An insurer will also ask what the truck is, so have its year, make, model, frame number and Idaho title class to hand. Whether an insurer writes a policy on a 25 year old Japanese truck is the insurer's decision, and no statute read says it must. No insurer is named here and no premium is quoted.

EmissionsNo emissions test applies to a kei truck, new or 25 years old

A kei truck. No emissions test applies to a kei truck, new or 25 years old. Idaho ended vehicle emissions testing on 1 July 2023. Senate Bill 1254 of 2022, signed 22 March 2022 as session law chapter 110 and effective 1 July 2023, removed the requirement of Idaho Code 39-116B, and Idaho DEQ says the Legislature repealed the state requirement for vehicle inspection and maintenance programs and that EPA approved the removal in Ada County in 2023. Its statement of purpose names the two programs that ended, Ada County's, begun in 1984, and the Canyon County and City of Kuna program, set up in 2010, and it names no other. Section 39-116B no longer appears in the Idaho Code index for chapter 1 of Title 39. No emissions step is in ITD's titling page, the gray market rule or the title forms. Read 28 October 2026.

Safety inspectionIdaho runs no periodic safety inspection of a private vehicle

Idaho runs no periodic safety inspection of a private vehicle. ITD's Driver's Handbook (July 2024) says Idaho does not require an annual safety inspection, and warns that an officer who finds a vehicle unsafe or lacking proper equipment may cite it. The handbook paraphrases the statute. The statute, Idaho Code 49-235, lets the Idaho State Police and the peace officers it authorizes stop a driver on reasonable cause and inspect the vehicle and its equipment, and a vehicle found unsafe or short of required equipment gets a written notice with five days to put it right and obtain a certificate of inspection and approval. The department also revokes the registration of a vehicle it determines is unsafe or not equipped as the law requires, 49-202(12)(a). The one inspection at title is the vehicle identification number inspection, 49-504(2), which records identity and measurements and is not a safety check. Read 28 October 2026.

Licence, equipment and renewalA current and valid Idaho driver's license, Idaho Code 49-301(1)..

The licence

A current and valid Idaho driver's license, Idaho Code 49-301(1), and the Parks and Recreation guide lists it for an OHV on city, county and highway district roads. ITD's Driver's Handbook describes a Class D license as the one that allows drivers to operate non-commercial motor vehicles. No motorcycle endorsement is needed, since 49-301(2) asks for one only to operate a motorcycle and 49-114(11) defines a motorcycle as having not more than three wheels in contact with the ground, which a four wheeled kei truck does not. A commercial license is needed only for a commercial motor vehicle, 49-301(6). A person under 16 may drive an ATV, UTV or specialty off-highway vehicle without a license only on a road on federal or state land that is not part of the Idaho highway system, supervised by a licensed adult at least 18, 49-302(11).

On the road

  • Muffler in good working order and in constant operation, a United States Forest Service qualified spark arrester and a noise limit of 96 decibels on the SAE J1287 test, for a vehicle numbered under 67-7122, Idaho Code 67-7125
  • A restricted vehicle license plate displayed with the current validation sticker on it, 49-456(2) and 67-7122(4). The plate is white with black characters and reads 'Idaho Restricted Vehicle', 49-443(1)(a)
  • A protective helmet for a rider under 18 on a UTV, except on private property, as an implement of husbandry or in a UTV with a roll cage and seat belts, 49-666(1)
  • A safety restraint properly fastened for any occupant 16 years or younger in a UTV equipped with restraints, 49-666(2)
  • A slow moving vehicle emblem on an off-highway vehicle used under the farm exemption, 49-426(2) and 49-619
  • Lamps. A vehicle on a highway from sunset to sunrise shows lighted lamps, 49-903. At least two head lamps, 49-905. At least one tail lamp that shows red from 500 feet, 49-906. Two red rear reflectors, 49-907. A stop lamp and turn signals, 49-908
  • Brakes adequate to control, stop and hold the vehicle, 49-933. A horn audible from 200 feet, 49-956. A mirror that shows the highway 200 feet to the rear, 49-940. A windshield wiper in working order, 49-943. Fenders or covers over the rear wheels, 49-949
  • Chapter 9 of Title 49 bars driving on a highway any vehicle that is not equipped as that chapter requires, 49-902(1). Section 49-426(9) does not list chapter 9 among the chapters it applies to an off-highway vehicle, several chapter 9 sections are worded for a motor vehicle, which 49-123(2)(h) limits to one that meets the federal standards, and the Parks and Recreation guide lists only the muffler, spark arrester, helmet and plate items. Whether a county or an officer holds a UTV on a county road to the chapter 9 lamps is not written, so the lamp and brake lines above are the statute's own terms for a vehicle on a highway and not a confirmed list for this class
  • Speed on a highway no greater than the posted limit or 45 miles per hour, whichever is less, 49-426(8)

Plates and renewal

One restricted vehicle license plate for a UTV, white with black characters and the size of a motorcycle plate, Idaho Code 49-443(1) and (1)(a). The plate stays with the vehicle, since the buyer applies within 15 days for its transfer, 67-7123, where an ordinary Idaho plate stays with the seller, 49-431(1). The Parks and Recreation validation sticker goes on the restricted plate, 67-7122(4), and the certificate of number is sold by season, January 1 through December 31, 67-7122(1), so the sticker renews each calendar year. The statute prices the plate at the 49-450 plate fee and states no yearly renewal fee for it, and ITD says to contact the county motor vehicle office about a restricted plate. Whether a county renews the plate itself each year is not written. From 1 July 2026 Idaho no longer issues registration stickers for ordinary plates, and plates stay valid for as long as they are readable and legible, 49-443(2) and ITD's permanent plates FAQ. The Parks and Recreation sticker is still required. A truck used exclusively in farm, ranch or snow removal work needs no plate and no certificate, 49-426(2).

The decal. The Idaho Department of Parks and Recreation certificate of number and its validation sticker, $12.00 a season, Idaho Code 67-7122(1), bought from a vendor the department authorizes. The sticker goes on the restricted plate, 67-7122(4). It is required before operating an OHV in Idaho except one used exclusively on private land for agricultural use or exclusively for snow removal, 67-7122(1) and 49-426(2). The department's page says the same, and adds that it is due on January 1 of each year. A nonresident buys a $12.00 nonresident user certificate and may buy a restricted plate, 67-7124.

The course. None for a licensed adult. A person under 16 may drive an ATV, UTV or specialty off-highway vehicle on a federal or state land road only under the supervision of a licensed adult at least 18, and on national forest roads an unlicensed operator under 16 must have completed an OHV safety course approved by the department, Idaho Code 49-302(11), read through the Parks and Recreation guide.

Idaho reaches a kei truck only through its off-highway vehicle law. Idaho Code 49-402(10) closes the ordinary plate because the truck is not FMVSS certified. ITD's chart puts a vehicle of a kei truck's size that is not FMVSS certified in the UTV class, and a UTV is titled, takes the restricted plate and the certificate of number and may use the roads that 49-426 opens. The statute is stricter than the chart. Section 67-7101(17) defines a UTV as a recreational motor vehicle with four or more tires and a width under 80 inches, requires a minimum width of 50 inches and a minimum weight of at least 900 pounds, and leaves out implements of husbandry and vehicles otherwise registered under Title 49. The chart asks for only one of 900 pounds, 50 inches or a wheelbase over 61 inches. Whether a working truck is a recreational motor vehicle is the open question, and the county settles it at the VIN inspection. A truck that fits neither the ATV nor the UTV definition and was made exclusively for off-highway use is a specialty off-highway vehicle, 67-7101(16), which the ITD chart lists as not titled and without a restricted plate, so it stays off county and city roads. The ATV and UTV definitions are in 67-7101(1) and (17). Idaho Code 49-114 and 49-119 do not define them. Section 49-114(10) points back to 67-7101 for a motorbike, and 49-119 defines racing, registration and resident. The statute and the chart disagree on state highways. The chart, updated 1 July 2019, says a UTV may run on US or state highways only within city limits or one mile beyond at 45 miles per hour or less. The statute, 49-426(3), allows highways that are not state highways, a state highway posted 60 or less inside a town and one mile beyond it and up to five continuous miles of a state highway posted 65 or less outside towns to reach trails or services. It never allows an interstate or a full access-controlled highway, 49-426(5), and it limits speed to the posted limit or 45, whichever is less, 49-426(8). It lets an OHV cross a highway other than an interstate or a full access-controlled highway at a public road intersection or a trail crossing after a full stop, 49-426(4). A city, county or highway district may close or limit its roads to OHVs after notice and a hearing, 49-426(7), and the Transportation Board may close sections of state highway, 49-426(6). The statute is used. Read 28 October 2026.

Questions

Is a kei truck street legal in Idaho?

Not on an ordinary plate. Idaho Code 49-402(10) bars registering any vehicle that does not meet the federal motor vehicle safety standards, and a kei truck of any age was never certified to them. The one road door found is the off-highway vehicle class. ITD's chart puts a vehicle of that size that is not FMVSS certified in the UTV class, and a UTV is titled, takes a restricted vehicle license plate and an OHV certificate of number and may use the roads that 49-426 opens. The county settles the class at the VIN inspection, and a truck it classes as a specialty off-highway vehicle is not titled and not plated. Idaho has no emissions test and no periodic safety inspection.

Which roads can it use?

As a UTV with a restricted plate it may use highways that are not state highways, which takes in city, county and highway district roads, unless the city, county or highway district has closed them. It may use a state highway that is not full access-controlled where it is posted 60 or less inside a town and within a mile of it, and up to five continuous miles of a state highway posted 65 or less outside towns to reach trails, fuel, lodging, food or repairs. It may cross a highway at a public road intersection after a full stop. It never uses an interstate or a full access-controlled highway, and on any highway it goes no faster than the posted limit or 45 miles per hour, whichever is less. ITD's older chart is narrower on state highways and the statute is the text used.

What does the county need to title an imported kei truck?

The foreign ownership papers with a complete chain of ownership and releases of interest, which for a Japanese truck means the export certificate and a bill of sale for each later sale, with a translation certified true and correct if the county asks. It also needs the NHTSA HS-7 with the import category marked and its evidence, the CBP form 7501 stamped and signed by CBP, a statement indemnifying the Department (ITD form 3410), a VIN inspection on ITD form 3403 and the title application, form ITD 3337. Keep the EPA Form 3520-1 with the entry papers. File within 30 days of the truck first entering Idaho to avoid a $20.00 penalty.

My truck has a frame number, not a 17 character VIN. Can Idaho title it?

Idaho's statute defines the vehicle identification number as the numbers and letters placed on the vehicle by its manufacturer, with no 17 character test, and the department designates a number only when a vehicle has none, so a frame number reads as the number for the title. If the inspector finds no number, ITD assigns one for $18.00 and the owner keeps it affixed to or indented on the frame. No Idaho page names the path a Japanese truck takes, so confirm with ITD's DMV. Whichever number the title carries is the number your insurance policy should carry.

What does it cost to title and register a kei truck in Idaho?

The title fee is $14.00 plus the county's title administrative fee, $0.00 to $18.75 depending on the county, and a VIN inspection is $5.00. A truck classed as a UTV does not pay the age based registration fee of 49-402(1), which covers only vehicles that meet the federal safety standards. It pays $3.75 for its restricted plate and $12.00 a season for the OHV certificate of number, and ITD's table lists a county registration administrative fee that may apply. Idaho sales or use tax of 6 percent of the price is paid at the county counter.

Does Idaho charge sales tax, require an emissions test or require a safety inspection?

Tax yes, emissions test no and safety inspection no. Idaho charges 6 percent sales or use tax on the price, collected at titling, with credit for tax paid to another state of the United States. Idaho ended its Treasure Valley emissions testing on 1 July 2023, so no county tests. It has no periodic safety inspection. The only inspection is the one time VIN inspection at the first Idaho title, and an officer may inspect a vehicle on the road on reasonable cause.

What insurance does a kei truck need in Idaho?

Liability of at least $25,000 for one person's injury or death, $50,000 for two or more and $15,000 for property, with proof in the vehicle. The statutes apply the insurance chapter to an off-highway vehicle on a highway, and the Parks and Recreation guide lists insurance for roads on state and federal land and for city and county roads. ITD's online system checks the policy by the vehicle number, so the number on the policy should match the number on the title. A first violation is a $75.00 infraction, and an owner shown without insurance for two months gets 60 days to comply before the registration is suspended and a $75.00 reinstatement is due. A truck that stays on private land is not on a highway.

Do I need the OHV sticker for a kei truck?

Yes, for a truck titled as a UTV and used on the roads Idaho opens to off-highway vehicles. The Parks and Recreation certificate of number is $12.00 a season, due each January 1, and the sticker goes on the restricted plate. A truck used exclusively on private land for agricultural, horticultural, dairy or livestock work, or exclusively for snow removal, needs no sticker and no plate, and on public highways it travels only between farm or ranch locations with a slow moving vehicle emblem.

Buying from out of state

What Idaho says about a seller from elsewhere.

If you buy from a seller in another state, Idaho's rule below says what applies.

Idaho's rule, as read

A nonresident dealer with an established place of business in another state "is not subject to licensure under the provisions of this chapter as long as the sales are limited to the exportation of vehicles for sale to, and the importation of vehicles purchased from, licensed Idaho vehicle dealers". A retail sale to an Idaho consumer is outside that exemption.

County by county

The rules in detail.

Where a newer off road truck or a UTV can run in Idaho, county by county, as each county's and town's own acts read. Every county on the map above opens its own page.

Statewide

A kei truck cannot get an ordinary Idaho plate at any age, Idaho Code 49-402(10), so its one road door is the UTV class: ITD's chart classes a vehicle of its size that is not FMVSS certified as a UTV, titled under IDAPA 39.02.05.401 with a restricted vehicle license plate and the OHV certificate of number. Idaho runs its route layer the other way round from most states. A licensed off-highway vehicle may use every highway that is not a state or interstate highway, which takes in county, city and highway district roads, 49-426(3)(a), and a county, city or highway district closes or limits a road under its own jurisdiction by ordinance or resolution after notice and a public hearing, 49-426(7). So the local act in Idaho is a closure and the state's own default is an opening, and the map reads a county open until a closure is found. On a state highway a licensed off-highway vehicle may use one that is not full access-controlled when it is posted 60 or less inside a town and for a mile beyond it, and up to five continuous miles of one posted 65 or less outside towns to reach trails or services, may cross at an intersection, never uses an interstate or a full access-controlled highway and may never exceed the posted limit or 45 mph, whichever is less, 49-426(3), (4), (5) and (8). Whether a given kei truck is classed a UTV, which takes the restricted plate, or a specialty off-highway vehicle, which takes no plate and no public road, is settled at the county VIN inspection, and the statute calls a UTV recreational, so how a county classes a working kei truck is the open question. A vehicle used exclusively in agricultural, horticultural, dairy or livestock operations needs no license or number and may use a highway only between farm or ranch locations, 49-426(2).

Ada County To confirm

Boise's code bars an all-terrain vehicle from every city street, and the Ada County Highway District, not the county, holds the public roads, so a UTV's road here is a question for the district and each city.

In town To confirm

  • To confirm Boise City. Boise City Code 6-8-3 makes it unlawful to operate an all-terrain vehicle on any public street or highway in the city, including controlled access highways, or on public property or private property open to the public, unless the vehicle is plowing snow or doing agricultural, horticultural, dairy or livestock work. The section names an all-terrain vehicle and not a utility type vehicle. Idaho Code 67-7101 defines an ATV with handlebar steering and a straddle seat and a UTV apart from it, so whether the section reaches a UTV was not settled in the text. The city's own definitions were not read. Boise City Code 6-8-3 as amended in the 2019 code; the section is read in the state's 2023 compilation and listed on the city's code page, read 28 October 2026

Open by the state's own default and not yet ruled out as closed. Idaho Code 49-426(3)(a) opens every highway that is not a state or interstate highway to a licensed off-highway vehicle until the governing board closes or limits it under 49-426(7). No ordinance or resolution of the Ada County commissioners closing or limiting county roads was read in this pass, and the state's 2023 compilation holds only a chapter on off road vehicles on private land, Ordinance 102 of 1980 as amended by Ordinance 882 of 2018, which says a lawfully licensed vehicle on a public highway is outside it. The Ada County Highway District holds the public roads of the county, and its own policy on off-highway vehicles was not read. A road that belongs to a highway district or a city is that body's to close or limit and not the county's. Idaho Code 49-426(3)(a) and (7); no county closure read, read 28 October 2026

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Idaho and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Idaho, the five answers

Road, title, land, inspection and what is next.

Some of Idaho's answers rest on a general rule or a page that would not open, so they are marked to confirm. We confirm them with the office before a truck goes there.

The roadCan I drive it on the road?

Idaho will not register a vehicle its maker did not certify to federal motor vehicle safety standards, so a kei truck takes no ordinary plate. ITD classes a vehicle of that size that is not FMVSS certified as a UTV, which takes a restricted plate for the roads Idaho opens to off-highway vehicles.

  • Any vehicle that does not meet federal motor vehicle safety standards shall not be registered and shall not be permitted to operate on public highways of the state unless otherwise specifically authorized. Idaho Code 49-402(10)
  • Such vehicles as originally designed and manufactured shall be so certified by the manufacturer to meet the federal motor vehicle safety standards. Idaho Code 49-107(5)
  • ITD's chart counts as a UTV a vehicle under 80 inches wide with a wheelbase of 110 inches or less that meets one of a 900 pound weight, a 50 inch width or a wheelbase over 61 inches and is not FMVSS certified for highway use.
  • A UTV on city, county or highway district roads open to such use carries a restricted vehicle license plate and an OHV certificate of number. Idaho Code 49-402(4)
  • A licensed off-highway vehicle may use highways that are not state or interstate highways, non full access-controlled state highways in a town and one mile beyond where posted 60 or less and up to five continuous miles of such a highway posted 65 or less outside towns to reach trails or services. Idaho Code 49-426(3)
  • On any highway it may not exceed the posted limit or 45 miles per hour, whichever is less. Idaho Code 49-426(8)
  • Never on an interstate or a full access-controlled state highway unless the transportation board designates a section. Idaho Code 49-426(5)

Idaho Code 49-402(10), 49-107(5), 49-123(2)(h), 49-402(4) and 49-426; IDAPA 39.02.05.401; ITD ATV, UTV and specialty OHV chart

TitleHow do I title and register it?

Idaho titles a gray market vehicle on its foreign ownership papers, an HS-7 with the import category declared and a CBP 7501, through the county motor vehicle office. IDAPA 39.02.05.401

The steps

  1. Bring a statement of facts from a motor vehicle investigator, which IDAPA 39.02.05.401(01)(b) asks for unless the Department waives it on the facts the owner presents, and have the VIN inspected and the width, wheelbase and weight recorded, as Idaho Code 49-504(2) requires an inspection of a vehicle with no Idaho title.
  2. Bring the foreign ownership documents with a complete chain of ownership and releases of interest from every party.
  3. Bring the HS-7 with the category of importation marked, evidence for that category and the CBP 7501 stamped and signed by CBP.
  4. Sign the statement indemnifying the Department and file at the county motor vehicle office.

The documents

  • Statement indemnifying the Department
  • Statement of facts from a motor vehicle investigator, which the Department may waive, IDAPA 39.02.05.401(01)(b), and a VIN inspection, Idaho Code 49-504(2)
  • Foreign ownership documents and bills of sale forming a complete chain
  • NHTSA HS-7 with the category of importation indicated and evidence for that category
  • CBP Entry Summary 7501, stamped and signed by CBP

Idaho Transportation Department, Division of Motor Vehicles, 208 584 4343

LandCan I use it on a farm or private land?

Idaho off-highway vehicles carry a certificate of number, the OHV sticker, to run off highway, on roads on state or federal land outside the state highway system or on roads opened under Idaho Code 49-426.

Class. UTV under ITD's measurement chart, which counts vehicles not FMVSS certified. Idaho Code 67-7101(17) defines a UTV as a recreational motor vehicle of that size. A specialty off-highway vehicle if the truck fits neither the ATV nor the UTV definition.

Registration. Certificate of number for off highway use, with a restricted plate for roads. None when used exclusively in agricultural, horticultural, dairy or livestock operations.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

On the farm

Off-highway vehicles used exclusively in agricultural, horticultural, dairy and livestock growing and feeding operations need no license or number. They travel public highways only between farm or ranch locations and carry the slow-moving vehicle emblem. Idaho Code 49-426(2)

InspectionWhat inspection or insurance applies?

Safety. Idaho requires a VIN inspection at first Idaho title. No periodic safety inspection was found in the sources read.

Emissions. Idaho has no vehicle emissions test. The Treasure Valley program ended on 1 July 2023 after the Legislature repealed it in 2022.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

Insurance. Idaho requires liability insurance for vehicles registered for highway use.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

NextWhat is coming?

No bill or rule change for kei trucks was found in Idaho on 28 October 2026. We read it again before a truck goes there.

Questions

Asked about Idaho.

Can I drive a kei truck on Idaho roads?

Not on a regular plate. Idaho Code 49-402(10) bars registering any vehicle that does not meet federal motor vehicle safety standards, and a kei truck was never certified to them. ITD's chart classes a vehicle of its size that is not FMVSS certified as a UTV, and a UTV with a restricted plate may use the roads Idaho opens to off-highway vehicles. The county office records the measurements at the VIN inspection.

What does the county need to title it?

The foreign ownership papers with a complete chain, an HS-7 with the import category marked and evidence for it, the CBP 7501 stamped by CBP, a statement indemnifying the Department and a VIN inspection.

Do I need an OHV sticker for farm work?

No. An off-highway vehicle used exclusively in agricultural, horticultural, dairy or livestock operations needs no license or number. On public highways it travels only between farm or ranch locations with the slow-moving vehicle emblem.

Can an off-highway vehicle use state highways?

Inside a town and one mile beyond it may use state highways posted 60 miles per hour or less. Outside towns it may use state highways posted 65 or less for up to five miles to reach trails or services. It never uses an interstate or a full access-controlled highway and never exceeds 45 miles per hour.

What about a truck 25 years or older?

Idaho titles it as a gray market vehicle. It takes no regular plate because it was not certified to federal safety standards. Classed as a UTV it carries a restricted plate and an OHV certificate of number.

Upgrades

Upgrades in Idaho.

Height and lift. Truck bumpers may be no higher than 24 inches front and 26 rear at 4,500 pounds GVWR or less, or 30 and 31 for four-wheel drive up to 10,000 pounds (49-966). Head lamp centers must be 24 to 54 inches high (49-905).

Tires and fenders. A truck with a body needs fenders or covers over and behind the rear wheels, down to no more than 10 inches above the road when empty and at least as wide as the tire (49-949). No tread depth or tire size limit found.

Lights. Up to two auxiliary driving lamps at 16 to 42 inches and two fog lamps at 12 to 30 (49-918). No more than 4 front lamps lit at once (49-927). Red light to the front is barred (49-928). Only police vehicles show blue lights (49-910A).

Modification and inspection. A vehicle structurally modified so it no longer looks like its maker's similar vehicle is specially constructed and the owner must certify it meets federal safety standards (49-123). A change that makes it not the titled vehicle means surrendering the title (49-516).
