Owning a kei truck and working it on a ranch, a farm, a mine or private property does not depend on a road title. Some states still ask for a title or an off road registration.
A 25 year truck on the road
Road use with limits. Utah registers kei class trucks as novel vehicles and a novel vehicle equipped to the street-legal standard may run on Utah roads at up to 50 miles per hour, never on an interstate.
A newer governed truck
Off highway vehicle. Registered as a novel vehicle, which Utah governs under its off-highway vehicle chapter. The division may issue a title.

Roads open. Washington County opens every county road to OHVs except roads under the Forest Service, while its towns run from Apple Valley's open streets to Hildale's street legal only rule.
In town Open
- Open Apple Valley. Every town street is an OHV route unless posted closed, and the code also names Main Street from the south border to the north border an official OHV route. OHVs keep to 20 mph and street-legal vehicles to the posted limit or 45 mph. Whether Main Street carries a state highway the town cannot open was not checked. - Closed Hildale. Public and city roads are open to street-legal ATVs and street-legal OHVs unless signed closed, and any OHV that is not street legal is prohibited inside city limits. Hildale City Code Chapter 74, sections 74-3 and 74-5, read 28 October 2026
- Some Hurricane. OHVs may use city streets only by the most direct route to or from an area open to OHVs or for fuel, maintenance or supplies. They may not travel along or across SR 7 or SR 9 except by an overpass, an underpass or a signalled intersection. Street-legal ATVs are exempt from the section. Every public street in the city is open to OHVs except SR 17 and SR 9, which may be crossed at Main Street and SR 9, but only to reach riding areas away from town, between 6 am and 10 pm, at 25 mph or the posted limit if lower. - Some Toquerville. OHVs may use Ash Creek Drive, Berry Lane, Center, Cholla, Hunter Lane, Old Church, Pioneer Road south of Berry and on along the frontage road to SR 17, Springs Drive, Sunset Avenue and Westfield Road. County roads Open
In unincorporated Washington County every county road is open for general OHV use except roads along, across or within an interstate or limited access highway. Roads under the Forest Service are left out unless they are claimed R.S. 2477 roads or county roads by prescriptive use. Importing a kei truck
The essentials, in short.
A truck under 25 can come in only as governed off road equipment, and only if its engine family held an EPA nonroad certificate for that model year. No kei engine family was certified for mini trucks before model year 2010, so a truck built after 31 October 2001 and before model year 2010 has no federal door until its 25th birthday.
Two lanes
A road truck must be 25 years old by its own build date. A newer truck comes in only as governed off road equipment with a certified engine.
The 25 percent duty
Every kei truck pays the 25 percent truck duty at the port, whatever its age.
The paperwork
The customs entry and the two federal declarations, DOT Form HS-7 and EPA Form 3520-1, travel with the truck to your title office.
The title
Keep every stamped paper with the truck. Your state title office asks to see them.
