Kei trucks in Virginia, titled and plated like any import

Read from Virginia's own statutes and motor vehicle office.

Virginia has no special mini truck rules. A kei truck 25 years or older imported for the road is titled and registered by Virginia DMV on its export certificate and federal entry papers. A newer truck imported as off road equipment and governed to 25 mph works as a utility vehicle on the farm and private land, and on local roads posted 25 mph or less where a locality has opened them.

Your lane

Which truck are you buying?

Virginia treats the two kinds of kei truck differently. Pick yours and this answers for it.

A kei truck 25 years or older imported for road use is titled and registered in Virginia like any imported vehicle.

Open to road use

Title. Titled by Virginia DMV on Form VSA 17A, by mail or at a customer service center, with the import papers.

Registration. Registered with a standard plate as a motor vehicle.

  • Export certificate, or a bill of sale from the exporter when the certificate names the exporter
  • English translations of every foreign language document
  • CBP 7501 and 3461 showing the VIN, the HS-7 and the EPA 3520-1 where applicable
Can I drive a 25 year old kei truck on Virginia roads?

Yes. Virginia titles and registers imported vehicles 25 years or older on the export certificate, CBP forms 7501 and 3461, the HS-7, the EPA declaration where it applies and translations of foreign documents.

A newer kei truck imported as off road equipment and governed to 25 mph is not titled for the road in Virginia, which requires proof of FMVSS compliance or exemption for imports under 25. Used for farm, maintenance or security work it is a utility vehicle, which may run on public highways only where a county, city or town has designated them.

Utility terrain vehicle

Where it can run

Farms, private land, job sites and designated public highways posted 25 mph or less in localities that have authorized utility vehicles by ordinance.

Title. Virginia requires titles for new ATVs and off-road motorcycles over 50 cc and allows a title for a used one. No title rule specific to utility vehicles was found.

Registration. ATVs and off-road motorcycles are not registered. No utility vehicle registration was found.

  • A utility vehicle is a motor vehicle designed for off-road use, powered by a motor and used for general maintenance, security, agricultural or horticultural purposes (46.2-100)
  • No person may operate a utility vehicle on a public highway except as Article 13.1 provides (46.2-916.1)
  • Only on designated public highways posted 25 mph or less, crossing at a traffic light where the highway is posted 35 mph or less (46.2-916.3(A)(1))
  • The driver must carry a valid driver's license, the vehicle must show a slow-moving vehicle emblem and it may run only from sunrise to sunset unless it carries the required lights (46.2-916.3(A)(3) to (5))

A newer truck comes in only as nonroad equipment, permanently governed to a top speed and with a nonroad engine certified by EPA before import. It pays the same 25 percent truck duty. What that engine needs.

What about a newer truck imported as off road equipment and governed to 25 mph?

Virginia will not title an import under 25 years old for the road without proof of federal safety compliance or exemption. Used for farm, maintenance or security work it is a utility vehicle, which may use public highways only where a county, city or town has designated them, posted 25 mph or less, with a licensed driver, a slow-moving vehicle emblem and in daylight unless lit.

Engines and EPA

Why the engine decides which truck comes in.

The same three facts hold in Virginia and every other state.

The 25 year truck

It comes in on age

A 25 year old kei truck in original configuration clears both agencies on age. No Registered Importer and no Independent Commercial Importer is needed.

EPA's provision asks only that the truck is in its original configuration with the same model of engine it left the factory with.

40 CFR 85.1511(f)(2)eCFR, read 28 October 2026

The newer truck

EPA asks for a certified engine

A newer kei truck comes in as nonroad equipment, permanently modified so its top speed is 25 mph or less, with its engine covered by an EPA certificate of conformity before it reaches US Customs. The governor stays for the life of the truck, and removing it is tampering, a federal offense.

Mini-trucks, importing used motor vehicles as nonroad vehiclesEPA, read 28 October 2026

Engine size

Why 30 kilowatts decides a newer truck's engine

EPA sorts nonroad gasoline engines by maximum power, not size. Every kei engine is under 1,000 cc, so an engine of 30 kW or less may certify to the small engine standards, and 30 kW is the line that decides. Today's stock kei engines are rated above it, and a speed governor does not lower an engine's maximum power.

Every kei engine family EPA has certified for mini trucks is a lower power certified configuration, between 14.46 and 29.9 kW, under part 90 or part 1054. A certified mini truck engine is that configuration, not the stock engine.

Virginia, the five answers

Road, title, land, inspection and what is next.

The roadCan I drive it on the road?

Virginia has no mini truck class and no kei restriction. It titles and registers an imported vehicle 25 years or older on its export certificate and federal entry papers, like any other import.

  • Imported vehicles less than 25 years old must prove compliance with, or exemption from, Federal Motor Vehicle Safety Standards before Virginia will title or register them. A vehicle exempt from FMVSS may be registered only for a specified period
  • A vehicle 25 years or older is titled on the export certificate with English translations, CBP forms 7501 and 3461 showing the VIN, a bill of sale showing the VIN, the EPA 3520-1 declaration if applicable and the HS-7
  • Once registered it is a motor vehicle under Virginia law, with no posted speed or road limits beyond those for any vehicle

TitleHow do I title and register it?

An imported kei truck is titled by Virginia DMV by mail or at any customer service center on its foreign ownership document and its federal entry papers.

LandCan I use it on a farm or private land?

Kept off the road, a kei truck used on the farm or for maintenance or security work is a utility vehicle or a farm utility vehicle under Virginia law.

Class. Utility vehicle or farm utility vehicle (46.2-100). A farm utility vehicle is designed for off-road use and used as a farm, agricultural or horticultural service vehicle, generally with four or more wheels, bench seating, a steering wheel and a cargo bed, and the definition excludes pickup trucks.

Registration. None found for utility vehicles. New ATVs and off-road motorcycles over 50 cc must be titled and none are registered.

On the farm

Virginia's farm utility vehicle class covers an off-road vehicle used as a farm, agricultural or horticultural service vehicle with bench seating, a steering wheel and a cargo bed. It excludes pickup and panel trucks, so a kei truck titled for the road is not one.

InspectionWhat inspection or insurance applies?

Safety. A truck registered for the road is subject to Virginia's safety inspection program. No inspection rule specific to imports was found on the DMV pages read.

Emissions. No emissions rule specific to imports was found on the DMV pages read.

Read from a secondary source or an older page. Confirm it with the office before you rely on it.

Insurance. A truck registered for the road carries Virginia's required insurance. The DMV title pages point to its insurance requirements.

Upgrades

Upgrades in Virginia.

Height and lift. Bumper height must be 14 to 28 inches for a registered truck of 4,500 lb GVWR or less and 14 to 22 for a passenger vehicle. Body lifts over three inches and front-end lift blocks are barred (Va. Code 46.2-1063 and 46.2-1064).
